Inquiry Referral

Pursuant to clause 1(d)(i) of its Terms of Reference, on 14 May 2025 (and as amended on 22 May 2025), the Assembly resolved that the Public Accounts Committee  inquire into and report on the Auditor-General's November 2018 Report to the Legislative Assembly at pages 31 to 66 in respect of  the Department of Infrastructure, Planning and Logistics including but not limited to consideration of:

a)     the full extent of overpayments to all IEPS contractors;

b)     options for repayment by contractors of all unrecovered overpayments; and

c)     implementation of the Auditor-General's recommendations by the former Department of Infrastructure, Planning and Logistics and outcomes to date.

and that the Committee present its final report to the Assembly on or before 31 October 2025.

Scope of Inquiry

Please be advised that the Committee will not be investigating individual allegations of fraud and deceptive behaviour. Such allegations should be directed to the Office of the Independent Commissioner Against Corruption (ICAC) or the NT Police as set out below.

As a general guide:

• The ICAC is responsible for matters involving improper conduct by public officers or public bodies, including individuals or entities performing public functions or receiving public funding.
• The NT Police is responsible for matters involving criminal offences, such as stealing, deception, or fraud, and this applies to anyone, not just public officials.
