In my personal explanation to the Legislative Assembly on 5 February 1991, the minister's attention was drawn to an article in the NT News attributed to him which purported to include a quote from myself.

1. Was the minister directly responsible for the fabrication of that quote.

2. If the minister was not responsible for the quote, was he aware of the fabrication.

3. Was the press release, from which the 'quote' came, issued without the minister's knowledge.

48. Hearing Impaired Students - East Arnhem Region

Mr STIRLING to MINISTER for EDUCATION

Did the Estimates Review Committee decide to abolish the position of itinerant teacher serving hearing impaired students in the East Arnhem region; if so, how does this accord with agreements under the Aboriginal Education Policy goal number 14 which seeks to have special assistance provided to Aboriginal students with hearing loss problems, particularly the provision for additional advisory staff to assist teachers in developing teaching programs specifically suited to hearing impaired students.

52. Effects of School Closures

Mrs HICKEY to MINISTER for EDUCATION

1. In areas where school closures will force children to cross major roads to get to school (for example, Karguru, Traeger Park, Rapid Creek), what provision will be made for the safety of these children and what will it cost.

2. In schools receiving student number increases as a result of the closure of other schools and which require building upgrades to accommodate the students -

(a) will the government guarantee that this work will be done by the beginning of the 1992 school year; and
(b) if so, what is the anticipated cost of this work.

3. Will asbestos present in the Tennant Creek Primary School be removed before students from Karguru are relocated to the school.

4. What commitments have been sought from the Commonwealth government regarding the cost of relocating TAFE in Tennant Creek.

5. What response has the Commonwealth government given to the above.

6. Will schools in the remote area of Operations South continue to receive the same level of visitation from Regional Office staff based in Alice Springs and Tennant Creek.

7. What is the estimated cost of conveyancing allowances likely to be paid to parents of children who attended Warrego Primary School (Recommendation 5 of the School Closures Task Force) and Berrimah Pre-school (Recommendation 23).

8. Do students currently attending and those due to enrol at Kiana and Ganjarani schools in 1992 have no alternative school available to them.

9. Will the Department of Education -

(a) provide parents of students at Kiana and Ganjarani schools with written information about the educational options available to their children;
(b) advise what the options are; and
(c) advise what the alternative costs are as opposed to keeping the schools open.

10. Have the Kiana and Ganjarani schools both had upgrade work performed since the Estimates Review Committee's announcement; if so -

(a) why was this work carried out in view of the schools' closure; and
(b) what was the cost of the work.

55. Staffing Cuts in the Department of Education

1. What positions at which classifications will be abolished as a result of the changes to staffing formulae at each of the following -

(a) pre-school;
(b) primary school;
(c) junior secondary school;

(e) comprehensive high school; and

2. Who will determine which positions will be abolished and what criteria will be used.

3. Do the Operations North and Operations South resource teams document primary school staffing formulae at 1:22 and small Aboriginal schools at 1:28, if so, why does this difference exist.

56. Proposed School Closures

Mr BELL to MINISTER for EDUCATION

1. Have schools been downgraded this year as a result of demographic projections; if so, which schools.

2. What are the projected savings per school over the financial years -

(a) 1991/92; and
(b) 1992/93 from -

(i) the closure of schools; and
(ii) the relocation of pre-schools to their main primary schools.

3. What costs will be incurred in the financial years -

(a) 1991/92; and
(b) 1992/93,

from the relocation of pre-schools to their primary schools, including the upgrading or building of suitable premises.

4. Is the Department of Education contemplating any further school closures over the remainder of this calendar year and next calendar year.

5. Has the department sought to maintain the school closures task force already in place.

6. Is the department currently examining schools, or intending to examine schools, which fall into the category outlined in Education Bulletin No 10 of November 1985 under the heading 'Procedures and Criteria for the Closure of Schools'.

7. Will specialist programs developed at the schools that are closed be set in place in the schools that students are relocated to.

58. Effect of ERC Recommendations on Award Restructuring Agreement 1990

Mr BELL to MINISTER for EDUCATION

1. What positions by title and region under the categories of curriculum development, advisory and student services will be abolished.

2. Does the government intend that master teachers will take up functions previously filled by staff in advisory roles; if so -

(a) does this breach the Award Restructuring Agreement of 1990; and
(b) doesit also breach the original and publicly announced intention of establishing the Master Teacher System to ensure that quality teachers remained in the classroom.

3. Will master teachers be employed in advisory roles; if so -

(a) how will this be organised; and
(b) will master teachers be removed from classrooms for extended periods.

4. Will ERT time be increased to compensate for the removal of master teachers from classrooms; if so, how much extra time will be required and at what cost.

5. Who will provide up-to-date teaching methods, visual, library and teaching methods and printing and laminating services previously provided by advisory services such as the Alice Springs Education Centre in rural and remote schools.

59. Effects of Devolution on Schools and Colleges

Mr EDE to MINISTER for EDUCATION

1. Will school principals, head teachers and teachers-in-charge be compulsorily required to undertake those duties should school councils reject devolution as proposed by the Department of Education.

2. Will one-line budgets be introduced; if so -

(a) how will one-line budgets be determined;
(b) what will the the components of the budget;
(c) how will each of these components be determined; and
(d) what criteria will be used to determine ERT allocations.

3. Will attendance figures be used to determine aspects of funding; if so -

(a) will there be a reassessment within the triennium period for increases and decreases in the attendance; and
(b) when will this assessment take place and how frequently.

4. Will there be a provision for 'backstop' funding for schools and TAFE colleges in the event of a major failure of equipment if that failure occurs outside the category of 'catastrophic event' in determining the costs of repairs and maintenance.

5. What compensation will be provided to schools for the increased administrative workload that could result from devolution.

6. Which schools in the Northern Territory do not have school councils.

7. How will schools without school councils be organised to receive devolution.

8. Will regional areas be established; if so -

(a) what will be the regional areas established;
(b) which geographic areas will this incorporate; and
(c) who will comprise the regional council.

9. Will teachers from small schools be given release time to attend regional council meetings.

10. What amount of time does the Department of Education estimate will be spent on administrative duties under the new devolution proposals given that some teachers-in-charge at small rural primary schools already have their teaching time reduced by up to 30% as a result of performing these duties.

11. Will the Department of Education provide additional administrative positions to schools, particularly 'hub' schools in the Southern Region, where in some cases at least 2 full-time positions are taken up with administration, to ensure that more teacher time is not given to administrative tasks.

12. Will ERT time to small schools be increased to compensate for the increased administrative workload resulting from administration.

13. Will the Department of Education staff be allocated to assist with devolution; if so -

(a) which staff;
(b) which schools will receive their assistance;
(c) how many staff will be allocated to these positions in -

(i) Operations North; and
(ii) Operations South; and

(d) what will their roles be.

14. In the TAFE sector, will increased devolution be aimed at avoiding duplication and waste by reducing administrative overheads and delays in decision-making; if so, what areas of waste and duplication have been identified under the current system.

15. Are the major new functions of devolution under TAFE personnel management; assets management; and facilities and capital works management; if so, what is the government's intention in these 3 areas.

16. Are colleges to derive a component of funding from entrepreneurial activities; if so -

(a) at what stage is the development of the operational package; and
(b) will the recommendations of this paper be available for public discussion.

17. Will teachers bear legal responsibility for financial administration in instances where the principal responsibility for the implementation and administration of devolution is the responsibility of teachers in schools where school councils reject devolution; if so what advice will be given to teachers of the legal implications of their new responsibilities before this is implemented.

18. Will the Department of Education provide inservice training on financial management for teachers who have new responsibilities under the rationalisation of administration as a result of the devolution plans.

61. Retention of Teachers in Rural Areas

1. Has the retention of teachers in rural and remote areas of the Northern Territory been identified as a problem by the government; if so -

(a) what strategies have been set in place to overcome this problem; and
(b) how will the Estimates Review Committee's announcements affect these strategies.

62. Relief Teaching Staff

1. Have the Kildurk (Amanbidgi) and Yarralin schools been without any teaching staff for extended periods within the last 12 months; if so, what assurance can be given that relief staff will be appointed to prevent recurrence of temporary school closures.

1. How many personnel from the Department of Health and Community Services have been assigned to work with the Cresap consultancy.

89. Karguru Primary School

1. What are the final arrangements for the transfer of Karguru Primary School to a TAFE facility in 1992.

2. Will the Department of Education or the TAFE complex be the leaseholders.

3. Which department will fund ground maintenance,cleaning and the janitor of the building.

4. What funds will each component unit housed at the new facility receive this financial year.

5. Will there be a unified body established to administer this facility, or will it remain only physically joined.

6. Will the Batchelor College Annexe, housing RATE program staff and Aboriginal Health Worker training staff, be incorporated in the building; if not, why not.

7. What is the cost per annum of the arrangements for the Batchelor College Annexe in Tennant Creek and from whom is the office leased.

8. What funds, other than $150 000 announced in this year's budget and the $160 000 AEP moneys, will be spent on the Batchelor College Annexe this financial year.

9. What will the $160 000 AEP money be spent on and under which program.

10. What is the projected budget and expenditure for Tennant Creek Primary School in 1992.

11. What increase in staff and what position will Tennant Creek Primary School receive.

12. Can the Department of Education guarantee the students and parents that Tennant Creek Primary School will be ready to accommodate the extra students at the commencement of term 1, 1992.

13. What are the projected student numbers for Tennant Creek Primary School for 1992 and how many students will the school be able to accommodate without recourse to temporary classrooms.

14. Should Tennant Creek have a population increase that would render it impossible for the Tennant Creek Primary School to accommodate all students, what action would the Department of Education take.

123. Demographic Projections for Haasts Bluff and Finke Schools

Mr BELL to MINISTER for EDUCATION and TRAINING

1. Is there any documentation to support the fact that the projected enrolment for 1991 was 18 at Haasts Bluff school and not 23; if so, does the minister accept that this was an error in projections.

2. Did the minister say that 'the transience of population in small Aboriginal communities makes 12 month enrolment projections difficult'; if so, will demographic projections be abandoned given that projections vary when compared to actual enrolments.

3. Did the minister comment that 'it is not possible to predict ad hoc population shifts which occur from time to time in remote communities'; if so, is it government policy to deny education to those children whose families shift.

4. If the minister did describe population shifts in Aboriginal communities as 'ad hoc', does he accept that this is caused by the government's failure to understand the reasons that families sometimes move between communities and to subsequently plan for these moves.
