ANSWER
The Attachment A table shows the data requested. Please note that the data represents ‘nominal’ positions held, and does not include officers acting on higher duties in executive positions which may be temporarily vacant due to the absence of the nominal occupant. This avoids double counting of positions, and is the standard way the Office of the Commissioner for Public Employment counts executive positions held.
Please note also that there are a number of medical specialists who are employed on an executive contract and these are listed separately at Attachment A.

4. Health Department – Transfer of Money

On 30 June 2008, $30 617 000 was transferred from the Department of Health, primarily into the Central Holding Authority.
1. Why was that money transferred out of health?
2. From what budget areas of the department of Health was that money taken?
ANSWER
1. The budget papers include updated estimates of revenue and expenditure for the current financial year. The estimate is based on updated information as at one month before the budget is introduced, usually around early April. However, funding arrangements for some agencies may vary subsequent to April and prior to the end of financial year if they receive additional unexpected Commonwealth revenue or have unanticipated one-off expenditure commitments.
2. Appropriation is provided at a whole-of-agency level, rather than to specific budget areas or outputs. This transaction did not affect expenditure levels in 2007-08 in DHCS. This cash will be returned to DHCS during 2008-09 to meet approved commitments.
5. Socom Pty Ltd - Contracts

23. Primary School Teachers

1. What primary schools have used part of their staffing allocation to employ specialist teachers (for example physical education teachers or librarians); and of these schools, what is the teacher/student ratio?
2. What was the budget allocation for each primary school for relief teacher wages in 2007; and when was this allocation paid?
3. Are there any primary schools that are still awaiting their relief teacher wages allocation for 2006?
4. What primary schools in greater Darwin, Palmerston and rural areas have less teachers than in 2007?
5. For each primary school that has less teachers as advised in question 4, what are the enrolment figures respectively for each of these schools for 2007 and the current enrolment for 2008?
ANSWER
1. Schools are provided with staff in accordance with the Staff Allocation Model. Schools have the discretion within this allocation to allocate staff to specialist areas according to the school’s needs. Attachment A has been compiled from an e-mail survey of the relevant schools and provides details of the specialist teachers employed by primary schools in greater Darwin, Palmerston and rural area. The attachment also identifies whether the position has been established from the core teacher or non-contact time allocations under the Staff Allocation Model.
2. Attachment B provides the relief teacher 2007 budget allocation for each primary school with the date that payment was processed by the Department of Corporate and Information Services, now known as the Department of Business and Employment.
3. All the 2006 relief teacher funding allocations via the Devolution grants were paid to schools within the 2006 calendar year.
4. There are 29 primary schools in the greater Darwin, Palmerston and rural areas. Of these 29 schools, 27 experienced a reduction in student numbers in 2008 from 2007. This primarily arose from the implementation of middle years in 2008 which resulted in all primary schools within greater Darwin, Palmerston and rural areas losing their Year 7 cohort. A reduction in student numbers has a direct effect on the number of staff allocated to a school.

24. Territory Housing Stock

1. Would you provide a complete list of all Territory owned housing addresses?
2. Could the minister provide a complete list (including addresses) of all Territory housing stock that has been sold since 1 July 2001 including dates of sale and value of sale?
3. Can the minister provide a complete list of all Territory Housing stock including addresses and cost of construction/purchase acquired since 1 July 2001?
ANSWER
1. Territory Housing has 10 574 dwellings which includes remote housing dwellings. Refer to Attachment A to C for further details. Addresses have not been provided as the privacy of our clients is taken very seriously and we make every effort to ensure it is protected at all times. Providing such information could potentially jeopardise their privacy.
3. 458 Territory Housing dwellings have been constructed since 1 July 2001 at a cost of $78m. Refer to Attachment D for details. Due to the packaging of construction Territory Housing is unable to provide construction cost at asset level. Refer to Attachment D for the aggregated cost per financial year.

25. Acquisition of Land, Hundred of Hart
Mr WOOD to MINISTER for PLANNING and LANDS
The Department of Planning and Infrastructure intends to acquire land for a 100 m road through freehold land in the Hundred of Hart. The proposed road starts near the intersection of the Litchfield Park Road and Marindja Road.
1. What discussions were held with the landowners directly affected by this proposed road?
2. Where were these discussions held?
3. On what dates were these discussions held?
4. Who attended these discussions?
5. Who initiated the request for a public road?
6. What are the reasons for this new road?
7. Why is it 100 m wide?
8. Why does the road stop at one property and not continue through that property to the next properties?
9. Will the road be fenced; if so, who will pay?
10. Is there any compensation for the loss of land to be paid to the landowners?
11. What allowance in the design of the road has been given to the movement of cattle from one side of the proposed road to the other so that cattle can access water found only on the eastern side of the road?
12. When does the department intend to build this road, what is the estimated cost, and what is the expected completion date?
13. Was there Development Consent Approval given for changes to the affected parcels of land as boundaries would have changed because of the proposed road? If so, were these changes advertised?
ANSWER
1. Two roads have recently been opened in the Hundred of Hart in the vicinity of Litchfield Park and Marindja Roads. It is not known which road is the subject of the question.
McCallum Road:

3. In relation to McCallum Road ongoing between 14 September 2007 to present.
4. Officers from the Land Administration Division and the minister’s office were involved in various discussions with affected landowners or their solicitors.
5. In relation to both roads, the Department of Planning and Infrastructure recommended commencement of actions to open a road under the Control of Roads Act on an existing ‘all weather track’ following investigation into access issues in the area.
6. McCallum Road

7. A rural local road is 100 m minimum to allow for drainage within the road reserve, flexibility in any potential future alignment or straightening of a road, to avoid any sacred sites and wet areas, and to take into account any environmental issues.
8. McCallum Road stops at its intersection with an old east-west Goyder Road adjacent to the northern boundary of Section 1909 Hundred of Hart (‘Grandma’s block’) owned by Johanne Townsend because the existing all weather track also stopped in this location.
9. The Territory will fence the boundaries between the road reserves and the adjoining properties.
10. Yes.
11. There will be double gateways in the boundary fence between the road reserve and the adjoining properties. These gateways will be on either side of the road reserve i.e. in any one location there will be one double gateway on the eastern side and one double gateway opposite on the western side to enable stock and machinery to cross the road.
12. The department does not intend to build the roads. They will remain unsealed and unmaintained. However, the trenches dug across the McCallum Road pavement prior to the opening of the road were filled in November 2008.
13. These were excluded subdivisions under the Planning Act as it was an action under the Control of Roads Act to open a road and all the parts of the parcel that are not or will not be acquired for the purposes of the road will remain one parcel.

27. Firearms Licences

Under section 10(8A) of the Firearms Act it says:

ANSWER
1. The function of the Firearms Act limits the power to refuse an application to the Commissioner of Police. Section 5(1)(a) prevents the commissioner from delegating the power to any other person.
32. Community Engagement Policy
Mr WOOD to MINISTER for INDIGENOUS POLICY
Your government announced they had hired Mr Patrick Dodson to lead a community engagement process to consult widely so as to frame an outstations policy.
1. Was this process subject to a tender process?
2. How much is being paid to the company involved?
3. Were any other persons or companies invited to tender for this community engagement process?
ANSWER
1. Period contract D08-0127, Community Engagement Services, was put out to public tender 29 May 2008. Three companies tendered for the contract. SOCOM was the successful contractor.
2. SOCOM has quoted for the development of the Community Engagement Plan, the facilitation of the 18 workshops in December and the delivery of report, at a cost of $104090.
SOCOM has been selected, through a public tender process, as the period contractor for Community Engagement Services to DCM.
33. Swimming Pool in Litchfield Shire
Mr WOOD to MINISTER for LOCAL GOVERNMENT
In the budget papers for this year, there was an entry on page 42 of the 2008-09 Budget Initiatives, under the 2007-08 column titled ‘Contribution towards a new swimming pool in Litchfield Shire’.
1. Could you please say who else has the government asked to contribute to the pool, as by saying ‘towards’, it is implied that other parties would contribute?
2. If the Litchfield Council was one of those parties the government expected to contribute, has the government made any formal request to the council for a contribution?
3. If so, how was that request made?
4. Is it true that just before the election, council asked the previous member for Goyder at a council meeting for a letter from the Chief Minister with details about the pool, and that there has been no response to that request?
5. Did the government do a feasibility study of the pool and, if so, has it been completed and is that study available to the public?
ANSWER
1. The government has not requested other parties to contribute to the cost of constructing the pool.
2. The government has made no formal request to date to the Litchfield Shire Council for a financial contribution towards the cost of the pool. The department is, however, waiting for a submission from the YMCA seeking funding to undertake a feasibility study regarding the proposed pool and associated facilities. When this study is completed it is anticipated that the Litchfield Shire Council will be approached with regard to becoming a partner in the proposed development.
3. Not applicable.
4. I am not aware of any request from the council to the former member for Goyder for a letter from the Chief Ministerseeking details about the pool. This is a matter that needs to be pursued with the Litchfield Shire Council.
5. The government has requested that the YMCA undertake a formal feasibility study of the pool and associated facilities. The Department of Local Government and Housing is currently awaiting a funding submission from the YMCA. This study will be undertaken in the near future.
35. Redevelopment of Old Darwin Hospital Site

On Sunday, 16 November 2008, I asked you if you were in possession of the costings for the work at the old hospital site. Your reply was that you had the costings but you would not make them available to me and that I could ask you a question in parliament:

39. Socom Pty Ltd Contracts

40. Motor Vehicle Telephone Service
Mr ELFERINK to MINISTER for INFRASTRUCTURE and TRANSPORT
On 3 December 2008, I was contacted by a constituent who complained about the waiting time when phoning the MVR with a telephone inquiry. Consequently, I called the MVR through the government switch and followed the prompts until I was placed in a queue. I then remained on hold for 27 minutes and 50 seconds before the call was answered. The whole call took 28 minutes and 15 seconds. The call was terminated at 1453 hours.
1. Would you kindly advise why these delays are occurring?
2. Do these response time frames represent an effective, efficient and timely service to Territorians?
3. Is there a policy developed within which this service is required to operate and, if so, is this service meeting the benchmark set?
ANSWER
1. Telephone calls to the Motor Vehicle Registry (MVR) are directed through an automated call management system (QMaster). This system has the ability for customers to follow prompts which allow them to access frequently requested information, or to speak to a Customer Service Officer. The Call Centre receives approximately 16 000 calls a month with nearly half of these calls being answered by Customer Service Officers. Unfortunately, waiting times to speak to an officer can vary, depending on the number of calls received at any one time and the complexity of individual inquiries.
2. The Call Centre endeavourers to answer all calls promptly. Although your personal experience took a long time, the Call Centre aims to answer all calls received within a two minute time frame.
3. The QMaster system has been set up to notify Call Centre staff if a customer has been on hold for longer than two minutes. However, due to the complexity of MVR’s business and depending on the number of calls received at any given time, it is not always possible to answer all calls within two minutes.
I am advised that MVR has recently recruited a number of new staff and every effort is being made to assign experienced staff to the Call Centre to meet periods of high demand and minimise delays.

During 2007-08 the Department of Health and Community Services (DHCS) received significant additional funding from the Commonwealth, largely related to the Northern Territory Emergency Response. It was not clear during April and May that an agreement would be reached with the Commonwealth about these additional funds. However, when the agreement was finalised the Commonwealth determined it would provide its funding in 2007-08.
It was acknowledged at the time that these funds would not be spent in 2007-08, but would be transferred to 2008-09. The extent of the additional cash capacity within DHCS could not be quantified until June when the expenditure requirements and additional revenue was known. Issues similar to this which are linked to the timing of Commonwealth payments occur each year.
In addition, at the end of 2007-08 some agencies required one-off additional funding to meet unexpected costs in 2007-08. Given the cash was available in DHCS, but not required until 2008-09, appropriation was transferred from DHCS to Treasurer’s Advance, within the Central Holding Authority, for distribution to agencies as required.

- All primary schools are staffed at the ratio of 1 teacher to 22 students.
2. Attachment B provides the relief teacher 2007 budget allocation for each primary school with the date that payment was processed by the Department of Corporate and Information Services, now known as the Department of Business and Employment.
3. All the 2006 relief teacher funding allocations via the Devolution grants were paid to schools within the 2006 calendar year.
- Up to 30 June 2007, and subject to budget capacity and approval, schools could apply for reimbursement where relief teacher expenditure exceeded the allocation provided in Devolution grants. Relief teacher reimbursement claims for 2006 calendar year needed to be submitted by 31 March 2007. Reviews of the claims identified that a large number of schools had submitted claims which did not include all the 2006 relief teacher funding allocations when calculating the over-expenditure amount. These claims were reduced accordingly. Reimbursement of relief teacher over-expenditure for 2006 and for the period ended April 2007 was made in June 2007.
- It was subsequently identified that 2006 reimbursement claims for four schools were omitted or incorrectly adjusted during processing. All of these claims have since been paid.

The Department of Planning and Infrastructure intends to acquire land for a 100 m road through freehold land in the Hundred of Hart. The proposed road starts near the intersection of the Litchfield Park Road and Marindja Road.

ANSWER
1. Two roads have recently been opened in the Hundred of Hart in the vicinity of Litchfield Park and Marindja Roads. It is not known which road is the subject of the question.
Discussions included matters such as the process to open a road, the legislation involved, notifications, gazettals, width of road reserve, access for surveyors, survey, objections, dealings re statutory vesting, access issues, valuation, severance and compensation, fencing, double gateways and issues relating to existing locked gates across the road.
McCallum Road:
- On 14 September 2007, courtesy letters were sent to affected landowners advising that the Department of Planning and Infrastructure (the department) was looking to commence actions to accommodate legalised physical access through their properties (sections 1906, 1864, 1863, 1854, 1855, 1846, 1847, 1834, 1833, 1926, 1825, 1824, 1816, 1815, 1811 and 1810 Hundred of Hart).
Wallman Road
- On 4 December 2007, a courtesy letter was sent to the affected landowner advising that a Proposal to Open Road notice had been published in NT government Gazette S38 on 4 December 2007.
The procedure for opening a road is governed by the Control of Roads Act. The procedure provides for a Proposal to Open Road to be published by way of notice in the NT government Gazette and a local newspaper.
The notices include the names of any landowners with property adjacent to the proposed road. Although not a requirement, in the above instances, affected landowners were also notified by registered mail upon publication of the proposal.
Following publication of the proposals, persons who wished to object to the proposed road opening had a period of 28 days, from and including the date of gazettal, to serve a notice stating grounds of their objection on the Minister for Planning and Lands. The proposal and any objections were considered by the minister and an Order to Open Road was published in the NT Government Gazette and a local newspaper. Upon publication in the Gazette the land taken for a new road is vested in the Territory. The statutory vesting dealings have been registered on each affected landowners title.
3. In relation to McCallum Road ongoing between 14 September 2007 to present.
In relation to Wallman Road ongoing between 4 December 2007 and present.
4. Officers from the Land Administration Division and the minister’s office were involved in various discussions with affected landowners or their solicitors.
5. In relation to both roads, the Department of Planning and Infrastructure recommended commencement of actions to open a road under the Control of Roads Act on an existing ‘all weather track’ following investigation into access issues in the area.
6. McCallum Road
- To provide legal and physical access from Litchfield Park Road north along an existing ‘all weather’ track running north/north-west through freehold properties as negotiations regarding access between the landowners were not successful.
Wallman Road
- To provide legal and physical access from Marindja Road south along an existing ‘all weather’ track through a freehold property as negotiations regarding access between landowners were not successful.
- The roads give access to properties through which they pass.
- The basic issue was the impracticality of physical access being achieved along old Goyder roads which were surveyed with no regard to topography, have never been built, and which, in the main, are impassable.
7. A rural local road is 100 m minimum to allow for drainage within the road reserve, flexibility in any potential future alignment or straightening of a road, to avoid any sacred sites and wet areas, and to take into account any environmental issues.
8. McCallum Road stops at its intersection with an old east-west Goyder Road adjacent to the northern boundary of Section 1909 Hundred of Hart (‘Grandma’s block’) owned by Johanne Townsend because the existing all weather track also stopped in this location.
Wallman Road stops at its intersection with an old east-west Goyder Road adjacent to the southern boundary of Section 1896 Hundred of Hart owned by Farraday Pty Ltd as the owner of Section 1885 Hundred of Blythe on the southern side of the old east-west Goyder Road was agreeable to negotiating an access easement through his land for properties further to the south.
9. The Territory will fence the boundaries between the road reserves and the adjoining properties.
10. Yes.
11. There will be double gateways in the boundary fence between the road reserve and the adjoining properties. These gateways will be on either side of the road reserve i.e. in any one location there will be one double gateway on the eastern side and one double gateway opposite on the western side to enable stock and machinery to cross the road.
12. The department does not intend to build the roads. They will remain unsealed and unmaintained. However, the trenches dug across the McCallum Road pavement prior to the opening of the road were filled in November 2008.
13. These were excluded subdivisions under the Planning Act as it was an action under the Control of Roads Act to open a road and all the parts of the parcel that are not or will not be acquired for the purposes of the road will remain one parcel.
The Proposal to Open a Road notices and Order to Open Road notices published in the NT Government Gazette and NT News and provided to the landowners, advised the survey plan numbers together with a note that plans may be inspected at the office of the Surveyor-General, National Australia Bank House, Darwin.
26. Public Housing, Waiting Lists

27. Firearms Licences
Mr WOOD to MINISTER for POLICE, FIRE and EMERGENCY SERVICES
Under section 10(8A) of the Firearms Act it says:
- The Commissioner must refuse to grant a licence if the Commissioner is of the opinion, having regard to any criminal intelligence report or other criminal information the Commissioner holds about the applicant or representative, that -
(b) the grant of the licence would be contrary to the public interest.
and under section 10(8B):
- The Commissioner is not, under this or any other Act or law, required to give reasons for refusing to grant a licence on the grounds referred to in subsection (8A).
1. What protection is available to a person under section 10(8A) of the act who thinks they have been unfairly dealt with?
2. Why should a person not have the right to be told what were the reasons used to reject their application for a licence?
3. What safeguards are in place to make sure section 10(8A) is not abused?
4. Isn’t section 10(8A) depriving a person of natural justice?
ANSWER
1. The function of the Firearms Act limits the power to refuse an application to the Commissioner of Police. Section 5(1)(a) prevents the commissioner from delegating the power to any other person.
The commissioner exercises due diligence and care to ensure that such actions are only exercised where the applicant or representative is a risk to public safety and the grant of the licence would be contrary to the public interest.
Other NT acts, such as the Youth Justice Act, Community Welfare Act and the Victims of Crime Assistance Act, contain similar provisions which prevent any appeal being brought. In those cases, reasons for the relevant decision may remove the right for natural justice.
Similarly, there is no common law right of appeal. Accordingly, the doctrines of natural justice or procedural fairness do not apply.
The applicant is advised the application is refused on the grounds the person is a risk to public safety. No further reasons are required to be given under section 10(8B) of the act. To do so would amount to a waiver of the public interest immunity privilege.
Since the provision commenced operation, the commissioner has only exercised his powers and refused to issue a firearms licence on three occasions.
Moreover, whether the applicant falls within the terms of section 10(8A) is subject to a number of checks and balances as the decision to forward the application to the commissioner for his determination passes through the chain of command. At each level of the chain of command, the initial decision is reviewed and either progressed or rejected.
In addition, providing the person with natural justice would amount to a waiver of the Crown’s privilege over the sensitive intelligence.
The concept of refusing or revoking a licence based on criminal intelligence was introduced by NSW who presented their legislation to the APMC Firearms Policy Working Group meeting on 9 August 2002. The concept was given overwhelming support and was presented to the APMC Senior Officers Group for consideration at its meeting 2-3 October 2002.
The matter was supported and, subsequently, referred to the 43rd APMC meeting where council agreed to the national adoption of legislation which allows (without jeopardising police operations or revealing intelligence holdings) for the refusal of a firearm licence application where there is criminal intelligence that suggests the applicant is a risk to public safety.
In 2003, the Firearms Act was amended to meet the Territory’s commitment to the National Handgun Reforms and, at the same time, amendments were also introduced to adopt the APMC position regarding refusing and revoking licences on the basis of criminal intelligence. These provisions are contained within sections 10(8A) and (8B), 40A and 93F of the Firearms Act.
The inclusion of the provision to exclude any appeal was inserted on the basis police would claim privilege over all the intelligence holdings. Grounds for the claim derive from the fact that the disclosure of sensitive intelligence would significantly impede future police investigations. In addition, it would enable the person and his associates to identify the names of informants, thus placing the informant and their family’s safety in danger. This would have the effect of significantly altering the willingness of informants to deal with police. Lastly, it would permit the person to become aware of the sensitive intelligence in the possession of police in relation to the person or his associates. This would enable the person to alter their modus operandi which would have the effect of negating the efficacy of the intelligence, making a criminal prosecution less likely.
In addition, the information that is in the possession of the commissioner upon which a decision may be made may come from other law enforcement agencies with caveats, or may have legislatively-based secrecy provision attached to them. In some cases, revelation of the source of the information, or of the information itself, may be a serious criminal offence.
The specific provisions were inserted into the Firearms Amendment Bill 2003. At the conclusion of the second reading speech, the Minister for Police, Fire and Emergency Services offered the following invitation: ‘I invite any honourable member to contact my office to arrange a briefing session to enable members to consider and debate the bill in June’. Information is that no members of the Assembly took up that offer to discuss the provisions of section 10(8A) or the other provisions relating to refusing or revoking a licence on the basis of criminal intelligence.
Since the 49th APMC decision, every jurisdiction has adopted legislation of a similar form to permit the refusal and revocation of firearm licences based on criminal intelligence. These all include the non-disclosure of the intelligence material to the person so refused.
It must always be remembered that the granting of a firearms licence is a decision to allow a person to own or possess a lethal weapon. The Commissioner of Police is tasked with the duty to ensure that all persons granted such licences are fit and proper persons. Where there is any doubt that an applicant is fit and proper the commissioner must exercise his discretion and refuse the licence.
The commissioner is in a position where he may be in possession of information, which it would be improper to reveal, that nevertheless makes a persuasive case that the applicant is not a fit and proper person to have a firearms licence. The alternative would be for the commissioner to provide an applicant with a licence although he believes that the person is not a fit and proper person to hold such a licence.
32. Community Engagement Policy
Mr WOOD to MINISTER for INDIGENOUS POLICY
Your government announced they had hired Mr Patrick Dodson to lead a community engagement process to consult widely so as to frame an outstations policy.
1. Was this process subject to a tender process?
2. How much is being paid to the company involved?
3. Were any other persons or companies invited to tender for this community engagement process?
ANSWER
1. Period contract D08-0127, Community Engagement Services, was put out to public tender 29 May 2008. Three companies tendered for the contract. SOCOM was the successful contractor.
- Mr Patrick Dodson has been subcontracted by SOCOM to assist in engaging the community in the development of the outstation policy.
2. SOCOM has quoted for the development of the Community Engagement Plan, the facilitation of the 18 workshops in December and the delivery of report, at a cost of $104090.
SOCOM has been selected, through a public tender process, as the period contractor for Community Engagement Services to DCM.
33. Swimming Pool in Litchfield Shire
Mr WOOD to MINISTER for LOCAL GOVERNMENT
In the budget papers for this year, there was an entry on page 42 of the 2008-09 Budget Initiatives, under the 2007-08 column titled ‘Contribution towards a new swimming pool in Litchfield Shire’.
1. Could you please say who else has the government asked to contribute to the pool, as by saying ‘towards’, it is implied that other parties would contribute?
2. If the Litchfield Council was one of those parties the government expected to contribute, has the government made any formal request to the council for a contribution?
3. If so, how was that request made?
4. Is it true that just before the election, council asked the previous member for Goyder at a council meeting for a letter from the Chief Minister with details about the pool, and that there has been no response to that request?
5. Did the government do a feasibility study of the pool and, if so, has it been completed and is that study available to the public?
ANSWER
1. The government has not requested other parties to contribute to the cost of constructing the pool.
2. The government has made no formal request to date to the Litchfield Shire Council for a financial contribution towards the cost of the pool. The department is, however, waiting for a submission from the YMCA seeking funding to undertake a feasibility study regarding the proposed pool and associated facilities. When this study is completed it is anticipated that the Litchfield Shire Council will be approached with regard to becoming a partner in the proposed development.
3. Not applicable.
4. I am not aware of any request from the council to the former member for Goyder for a letter from the Chief Ministerseeking details about the pool. This is a matter that needs to be pursued with the Litchfield Shire Council.
5. The government has requested that the YMCA undertake a formal feasibility study of the pool and associated facilities. The Department of Local Government and Housing is currently awaiting a funding submission from the YMCA. This study will be undertaken in the near future.
35. Redevelopment of Old Darwin Hospital Site

40. Motor Vehicle Telephone Service
Mr ELFERINK to MINISTER for INFRASTRUCTURE and TRANSPORT
On 3 December 2008, I was contacted by a constituent who complained about the waiting time when phoning the MVR with a telephone inquiry. Consequently, I called the MVR through the government switch and followed the prompts until I was placed in a queue. I then remained on hold for 27 minutes and 50 seconds before the call was answered. The whole call took 28 minutes and 15 seconds. The call was terminated at 1453 hours.
1. Would you kindly advise why these delays are occurring?
2. Do these response time frames represent an effective, efficient and timely service to Territorians?
3. Is there a policy developed within which this service is required to operate and, if so, is this service meeting the benchmark set?
ANSWER
1. Telephone calls to the Motor Vehicle Registry (MVR) are directed through an automated call management system (QMaster). This system has the ability for customers to follow prompts which allow them to access frequently requested information, or to speak to a Customer Service Officer. The Call Centre receives approximately 16 000 calls a month with nearly half of these calls being answered by Customer Service Officers. Unfortunately, waiting times to speak to an officer can vary, depending on the number of calls received at any one time and the complexity of individual inquiries.
2. The Call Centre endeavourers to answer all calls promptly. Although your personal experience took a long time, the Call Centre aims to answer all calls received within a two minute time frame.
3. The QMaster system has been set up to notify Call Centre staff if a customer has been on hold for longer than two minutes. However, due to the complexity of MVR’s business and depending on the number of calls received at any given time, it is not always possible to answer all calls within two minutes.
I am advised that MVR has recently recruited a number of new staff and every effort is being made to assign experienced staff to the Call Centre to meet periods of high demand and minimise delays.
