The minister will be aware of evidence given to the Coroner's Court investigation of the capsize of the Keppel Trader that departmental marine surveyors were obliged by the minister to do stability assessments on vessels and then carry out marine surveys and approve their own work. Why did the minister, or his predecessors, override the professional advice of the department's marine division, and is this practice still happening?
