When was the decision made to charge patients at Royal Darwin Hospital $5 to take away an X-ray film for alternative medical treatment? Does this charge apply to all patients regardless of their financial situation or ethnic origin?

Mr Speaker, I do not know when such an arrangement came into place, nor the details of it. I can only imagine that what is being talked about here is a payment for service. If a person wants a copy of the X-ray print to take away for their own purposes, a fee is only reasonable. If there is discrimination - which is what I think the member is intimating ...
