Many Territorians have put their money into what may be the single biggest investment in their lives - a home. Some do that in upmarket private housing developments around Darwin and other places in the Territory. They have done so in the belief that the quality of their investment is protected by a covenant between the developers and all purchasers in that particular development. However, they find now the covenant is merely a marketing tool, not enforceable in Territory law. I seek leave to table correspondence from the Northern Territory Planning Authority.
