In view of the generous support given by his Department of Sport and Recreation to groups in the community, what checks or audits are requested from these organisations to show that the money has been spent in the way it was intended that it should be spent?

ANSWER

Mr Speaker, in relation to all funding that is provided for what we call sponsorship through the Department of Sport and Recreation, a contractual relationship is entered into between the department and the sporting or recreation organisation concerned. They are required to provide acquittals for the funding.

Members will be aware that we are changing the nature of the sponsorship packs for 1997. We have been holding extensive discussions with the sporting and recreational communities in relation to this. We are moving away from an input focus, whereby we have provided funding for broad programs and general operational assistance, to an outcomes-focused development plan, particularly in the sporting areas. They will plan where they want to go in the next 3 to 5 years, and why. We will focus funding to their own plans and objectives. That will provide a far better opportunity, in our acquittal processes and annual reviews, to ensure that the moneys are being applied towards the objectives that the sport or recreational organisations set for themselves. In other words, it will be far more outcomes-focused. At the moment, it is income-support-focused. While I am confident that our acquittal process ensures that the money is being spent as it was intended that it should be spent, we are moving to ensure that the sponsorship that we provide will go towards a measurable outcome for the future.
