What developments have occurred in respect of the establishment of the Northern Territory Institute of Sport?

Mr HATTON: The institute will be established at the Arafura Stadium as part of the Marrara Sporting Complex. The institute will become a centre of excellence in coaching,

sports education, sports science, sports medicine and administration. It will develop these functions in partnership with Northern Territory sports organisations, Northern Territory University and the private sector. As part of a national network of sports institutes, the institute will run a wide range of programs including an individual athletes sports program, a sports performance centre, a coaching centre, an athletes' career in education program, a talent search, a disabled athletes program, an elite athletes program and an Olympic athletes program. Negotiations are continuing with the Australian Sports Commission to have the national talented Aboriginal sports program in our institute.

In a further success for the Northern Territory, the Australian Sports Commission has agreed in principle to the establishment of a national heat training and acclimatisation centre in Darwin. It will be a world first. It is only now becoming recognised that heat training provides ongoing benefits to athletic performance, similar to and possibly surpassing the well-documented advantages of altitude training.

The NT institute will focus the entire area of sports performance towards a more scientific and professional basis in the Northern Territory. The institute's services will enable young Territorians to continue developing themselves in their chosen sport in their home environment. It will also attract national and international athletes into the Darwin area for training. Although based in Darwin, the institute will have Territory-wide responsibilities. Institute services outside of Darwin, as well as the full range of other corporate programs, will be delivered by regional sport and recreational development advisers. The first adviser, based in Alice Springs, will also service Tennant Creek. The institute will have the potential to export its programs and services to South-East Asia with the support of the NT government's policy of developing economic and cultural links with our northern neighbours. Sport in Asia is tied closely with trade.

This is stage 1 one of the implementation of the institute. During the course of the 1996 budget considerations, the development of stage 2 of the implementation will be considered. That will include the provision of regional sports coordinators in Katherine and Tennant Creek, and the development of a regional institute facility in Alice Springs.
