As members will be aware, some residents in my electorate of Millner have experienced difficulties caused by stormwater entry into the sewerage system in the Nightcliff, Rapid Creek and Millner areas. I understand that the Power and Water Authority is to begin work on a major sewer upgrade program in the region before the wet season, focusing on Millner as an urgent priority. Will the minister provide details of this upgrade?

ANSWER

Mr Speaker, I can advise the new local member that the Power and Water Authority has awarded a contract to Rocla Pipeline Services at a cost of $500 000 to reline 3.5 km of sewerage pipes in Millner. There has been a significant problem with groundwater intrusion into the sewerage system at Millner for some time. A great number of PAWA customers who live at Millner have reported blockages and overflows as a result of groundwater intrusion in recent wet seasons. It is a pleasure to see the new member for Millner taking an interest in these matters.

Excessive quantities of stormwater entering the sewerage system during the wet season causes the overflow problem. This excessive inflow often is caused by illegal connections or by the intrusion of tree roots at pipe joints and other weak points in the system. As part of an ongoing sewerage rehabilitation process, the Power and Water Authority has spent already in excess of $250000 in adopting the following steps: using sewer flow gauging data and maintenance records to identify problems areas; inspecting properties to identify faults and illegal connections; fixing or taking action in regard to faults or illegal connections; and using closed circuit television cameras to ascertain the condition of the underground pipes. The cost of that exercise alone was in the vicinity of $100 000. Finally, PAWA has undertaken a program of pipe relining and replacement.

As part of the first stage of work in Miller, non-return valves will be installed at the interconnections between stormwater drains and sewers at 6 locations, jump-up connections between the domestic drainpipes and the sewerage system will be raised to the surface in places to ensure a good flow from homes into the sewers, and relining of the existing pipes in Millner will begin next week. I understand that the work will be completed before the end of September or October. The process involves the use of a fibreglass liner that is inserted through the pipe. By relining the sewers, the Power and Water Authority has avoided the need for pipeline replacement which, in turn, reduces the cost to the authority and the inconvenience caused to customers.

The authority took steps over the weekend to inform residents by writing to its customers to explain the scope of the works. The interest taken in the matter by the member for Millner provides him now with the opportunity to inform his constituents as to the work to be undertaken and the benefits that will derive to his constituents as a result.
