Mr Speaker, my question is a consequence of the Chief Minister's answer to a previous question in which he acknowledged certain rights of the Larrakia in relation to their traditional lands that exist within the town boundaries of Darwin. That acknowledgment has a number of implications. Does the Chief Minister realise that what he has conceded to the Larrakia is a fundamental native title right - that is, the right to have some say as to who enters their tribal lands within the area of Darwin? Does he acknowledge that his encouragement of the Larrakia exercising those supposed rights can only lift the ante for native title claims within urban areas, particularly in Darwin?
