Mr PALMER: In fact, it is. The housing budget in the HomeNorth scheme is operated through tied funding from the Commonwealth. It is a self-sustaining scheme. The budget figures relate to the repayments and the money that goes out. Later today, in my budget speech, I will explain all to the member for Fannie Bay.
