Department of the Legislative Assembly, Northern Territory Government

Mrs HICKEY - 1994-12-01

Mr Speaker, the minister would be aware that, in Working Nation, the Commonwealth government further liberalised the application of tariff concessions and duty drawback provisions for small exporters. Will the minister outline the Commonwealth's changes to duty drawback and tariff export concession schemes and tell the House what implications this streamlining of tariff export concessions has for the TDZ? What advantage is now provided by operating in the TDZ that would not be available to other Territory exporters?

ANSWER

Mr Speaker, I doubt whether the member even understands what she has asked.

Members interjecting.

Mr STONE: We are up to question 12. The opposition has had a clear run this morning. On this side, we are all feeling savaged. The opposition is really getting to the bottom of the barrel now.

The Leader of the Opposition is familiar with the topic of duty drawback because we have talked about it in the context of the Trade Development Zone. In fact, I believe the Leader of the Opposition has had a letter from the chairman of the Trade Development Zone Authority on this very topic. Perhaps he did not understand the letter.

Mr Ede: I have not got it.

Mr STONE: You have not got it? I was told that you had. You have asked about duty drawback in the course of relevant debates, and it has been explained to you each and every time. Let me make this offer to the member for Barkly who I did not think was my shadow ...

Members interjecting.

Mr STONE: Perhaps you would both like a briefing. I am very happy to sit you down with Trade Development Zone Authority staff and have you taken through it a step at a time. The member for Barkly does not understand the question that she has asked.

Mr Ede: The only remaining incentive of the TDZ is gone.

Mr STONE: That is not true. That is why you raised it with the chairman of the TDZA. That is why I thought you had the letter because I recall his saying to me that he could not understand why you continued to raise it.

Mr Ede: I have not spoken to the chairman of the Trade Development Zone Authority.

Mr STONE: He was at a loss.
