Mr SPEAKER: Honourable members, the member for Wanguri has approached me to make a personal explanation. I remind members that personal explanations are not a right of members, but are at the discretion of the Chair. I refer members to the guidelines that were set out in February 1996 with regard to personal explanations. Prior notice is to be given to the Chair in writing in such a way that I can judge whether or not the explanation is appropriate. I do not believe I have had that from the member for Wanguri. However, I intend to allow him to make this personal explanation, provided he sticks to the guidelines. Basically, I am assuming that he believes he has been misquoted or impugned in some way by the words of the Chief Minister. I have 3 notes here, 1 of which is reasonably decipherable. The other 2 are hardly decipherable. I expect the member to make his explanation brief. It should simply outline where he has been in some way maligned. I shall give him 3 minutes, maximum.
