Mr Hatton: A point of order, Mr Speaker! There was no suggestion that the member was misleading the House.

Mr BELL: Mr Speaker, there was certainly an inference that I was misleading the House.

Mr SPEAKER: Order! Are you speaking to the point of order?

Mr BELL: Mr Speaker, I am continuing with my explanation.

Mr SPEAKER: There is no point of order.

Mr BELL: If the minister wants to make a personal explanation later, that is fine. Maybe we should have a debate on this issue, because it is serious. It deals with the life opportunities that children in the bush have, and I do not resile for one moment ...

Mr HATTON: A point of order, Mr Speaker! The member is making a personal explanation and that cannot be argumentative.

Mr SPEAKER: That is true. The member may make a personal explanation but without going into further debate.

Mr BELL: Mr Speaker, I stand by my statement in Question Time. There are 41 children on the roll at Imanpa School. There are actually 44, but I did not count 3 of them because they have been there only for a week or so and come from Aputula. The minister is failing in his statutory obligations to provide for them.
