Mr Speaker, in view of the fact that State Square has had probably more announced completion dates than the Sydney Opera House and the Alice Springs to Darwin railway combined, what is the latest completion date? Will the project manager pay any penalties for late completion? What is the latest

estimate of the total cost of the State Square project? Does the cost estimate include provision for Mr Warren Anderson's threatened litigation against the CLP government?

ANSWER

Mr Speaker, the only information I can provide is that the building will be opened on 18 August 1994. Any matters in relation to penalties or other contractual arrangements will be settled on completion. It is an ongoing process, and there are contracts in place which enable appropriate penalties if they turn out to be required ...

Mr MANZIE: The member for Wanguri's mother must have despaired when he was a young child, but I digress.

Any arrangement between the government and the contractors is detailed in the contract, which will be the basis for sorting out any litigation, penalties or other provisions, and any disputes, regardless of whether they relate to a $1000 job or a $100m job, could end up in a court of law. Those are the facts. I will not speculate about that. I know that members opposite like to speculate, as they have done over the years in relation to the progress of these buildings. They are magnificent buildings which will provide a seat of government in the Northern Territory for the next 150 years. Members opposite do not like the fact that we have full employment in the Northern Territory that results in part from that undertaking. They do not like the fact that, even though they attempted to muckrake and make grubby accusations for many years, they could not succeed because there was no basis for it. They do not like anything about it.

Mr MANZIE: Even though he is a member of the Labor 100 club, the member for Stuart has not changed his record. The needle is stuck in a groove. He and his fellow opposition members continue to use the same rhetoric that they ran last year, the year before and the year before that. Until they learn to change the record, their own record will remain as it has been for the many years.
