Department of the Legislative Assembly, Northern Territory Government

Mrs HICKEY - 1994-11-23

On last night's television news, the minister said that he could not give a final figure on the cost overruns on State Square. In his now infamous style, the minister said, 'Well, I do not know'. The former minister told the Assembly, just after the contract was signed: 'Let us not forget that the agreement we have entered into with Tipperary Developments will see the project manager carrying the risk for any cost overruns'. The minister has another chance now. Does he know how much the cost overruns are? If not, will he ask the former minister why his categorical statement that Tipperary Developments would carry the risk has ended up with Territory taxpayers carrying the can?

ANSWER

Mr Speaker, I refer the member to my previous answer and I refer her to the Auditor-General's report in relation to the process to date.

Mr Bailey: What is the contractual completion date? Liquidated damages begin then. You ought to know that. Do you know anything?

Mr SPEAKER: Order!

Mr MANZIE: They are all details that have been supplied to this House, including the ridiculous things that the member for Wanguri has just said. The answer is fairly simple. I think that even the least intelligent of opposition members would understand that, when a situation involves variations, prolongations and liquidated damages, the final costs will not be known until that is sorted out.

Mr Ede: We were all told that Tipperary would carry that risk.

Mr MANZIE: For the benefit of members, I repeat the advice that I have received in relation to the estimated final cost. It is still around $170m.
