Mr BAILEY: The minister stated that, on 31 October 1988, the then Minister for Transport and Works issued a pressrelease outlining that an agreement had been signed with Tipperary Developments covering the development of State Square. On 22 November 1988, the then minister produced in this Assembly a fairly long ministerial statement outlining all the agreements and the way in which that project would be developed - the fixed price etc. On

Agreement on the development was reached after lengthy negotiation with Tipperary Developments. It was formalised in a signed agreement on 28 October 1988
and the public was informed of that through a media briefing on 31 October.

On the very same day as the minister said that the agreement was signed on 28 October 1988, the real agreement was signed. When was the press release issued stating that the real agreement was signed? When was the ministerial statement given detailing the differences between the initial agreement and the subsequent agreement that was signed the day after he gave the ministerial statement outlining the information?

ANSWER

Mr Speaker, I refer the member to what has been said over the past 6 years. Nevertheless, I remind him that, on 28 October 1988, there was an exchange of letters and a memorandum of understanding. On 23 November 1988, a contractual agreement was signed. As I pointed out, the first paragraph of that contract says that all other agreements are null and void. That is all I need to say. Perhaps the member should ask one of his staff members who understands these matters to read it with him and explain it.
