Department of the Legislative Assembly, Northern Territory Government

Ms MARTIN - 1999-04-27

I would like the Chief Minister to answer this one. Will he explain why it’s taken the Country Liberal Party 10 years to draft new tenancy laws, which could have been written by the Country Liberal Party’s mates in the real estate business, probably in 10 minutes?

ANSWER

A strange question, Mr Speaker, when the Labor leader opposite picked her tenancy legislation straight out of New South Wales. That is the jurisdiction. Sydney bears a lot of comparison to the Northern Territory! And, if it was such an easy task, why didn’t you go out and consult with industry in the Northern Territory, not New South Wales ...

Ms Martin interjecting.

Mr BURKE: ... when you ran out your legislation? And by the way, the legislation that she ...

Mr Bailey interjecting.

Mr SPEAKER: Order!

Mr BURKE: By the way, the legislation that she attempted to pass through this House is legislation that is already under review in New South Wales, and it is already the subject of review by the competition council. That’s the reason why her tenancy legislation was trotted out so quickly and also was so wrong.

Later in this House, the Minister for Lands, Planning and Environment will table draft tenancy legislation ...

Mr Stirling: After 10 years!

Ms Martin interjecting.

Mr Bailey: Why didn’t you do it 10 years ago?

Mr SPEAKER: Order!

Mr BURKE: ... that has taken some time to develop. We don’t deny that ...

Mr Balch: It affects 90% of Territorians every day.

Mr Stirling interjecting.

Mr SPEAKER: Order!

Mr BURKE: ... and anyone who has taken the time to see the history of that legislation would realise the difficulty involved in getting bipartisan support in terms of getting legislation that meets the overall needs of Territorians. We believe we have achieved that. Certainly, it’s not going to be welcomed by everyone, but my colleague will table that legislation later this day. It again will go out for debate by Territorians because that is the hallmark of the CLP government in the Northern Territory.

We consult, we listen to objections and, if it takes time, so be it. Eventually, we will bring out legislation, as will happen today, that has the overwhelming support of Territorians.
