I preface my question by telling the Minister for Health that he should read Hansard which reports that he said yesterday that he had never seen that report.

In the 1996-97 budget, the Country Liberal Party administration imposed a massive hike in water charges on Territory families and businesses. That hike added an average of $140 per year extra to the budget outlays of Territory households that were already reeling under the high cost of living in the Territory. Can the minister allay the fears of Territorians and state categorically that water charges will not be jacked up again in the budget to be brought down next week?

Madam Speaker, the honourable member has been in this House long enough to know that, in the week before a budget is brought down, he is unable to ask a question about what is going up, what is going down or anything else that will be in the budget. I suggest the honourable member places the question on notice. We will probably be able to answer it next week.
