1. MEETING
The Assembly met at 10am. The Speaker, the Honourable Kezia Purick took the Chair.

    3. VISITORS
        The Speaker advised Honourable Members of the presence in the gallery of Hon Roger Steele, former Speaker of the Legislative Assembly.

        The Speaker advised Honourable Members of the presence in the gallery of a class of Year 5/6 students from Bees Creek Primary School, accompanied by their teachers Gayle Purdue, Linda Brodie and Miss Sarah.

        On behalf of all Members the Speaker extended a warm welcome to the visitors.
    4. LEAVE OF ABSENCE – AGREED TO
    Mrs Lambley (Member for Araluen) moved, by leave – That a leave of absence for this week be granted to Ms Anderson (Member for Namatjira) on account of bereavement.
        Motion agreed to.

    5. SPEAKER'S STATEMENT
        The Speaker made a statement regarding filming by the media of the Treasurer’s delivery of the Budget speech.

    6. MESSAGE FROM THE ADMINISTRATOR
        The Speaker advised Members of receipt of the following Message from His Honour the Administrator (Paper 1762):

    7. MESSAGE FROM THE ADMINISTRATOR
        The Speaker advised Members of receipt of the following Message from His Honour the Administrator (Paper 1763):

        I, John Laurence Hardy, recommend to the Legislative Assembly a bill for an act that authorises an amount to be paid from the Central Holding Authority for the purposes of the agencies specified in the bill for the year ending 30 June 2017.

    8. REORDER OF BUSINESS – MOTION AGREED TO
        Mr Elferink (Leader of Government Business) pursuant to Standing Order 59, moved – That the Routine of Business be reordered as follows:

        That the Routine of Business this day proceed with the Treasurer’s presentation of the Appropriation Bill in accordance with the provisions of Standing Orders 170 and 171 followed by a suspension of the Assembly at 11am or at the conclusion of his speech.

        Resumption at 2pm commencing with Notices, Petitions, Responses to Petitions, Questions and the normal routine of business outlined in Standing Order 60 to allow for the Government Members to speak on the Appropriation Bill and other bills during Government Business.

        I further move that tomorrow, the 25th of May, the Leader of the Opposition’s Budget reply commence immediately at 10 am followed by Government Business, Notices and the normal Routine of Business after that.

        Tomorrow, Government Business, Notices and Orders of the Day, be suspended so as to permit a response to Budget by the Leader of the Opposition at 10 am.

    10. APPROPRIATION (2016-2017) BILL 2016 (Serial 170)
        Mr Tollner (Treasurer) presented a Bill for an Act to authorise an amount to be paid from the Central Holding Authority for the financial year ending 30 June 2017.

        Bill read a first time.

        Mr Tollner moved - That the Bill be now read a second time.

        Debate ensued.

    11. PUBLIC ACCOUNTS COMMITTEE MEMBERSHIP – MOTION AGREED TO
        The Deputy Speaker (Mr Conlan) advised the Assembly of receipt a letter from Mrs Lia Finocchiaro (Government Whip) regarding Public Accounts Committee membership appointing Mr Willem Westra van Holthe (Member for Katherine) and Mr Matt Conlan (Member for Greatorex).

        Motion agreed to.
