      The Assembly met at 10.00 h. The Speaker, the Honourable T. R. McCarthy, took the Chair.

      4. VISITORS:
          The Speaker advised Members of the presence in the public galleries of the Palmerston Seniors, accompanied by Heather Hodgson, Tasma McCall, and Judy Joyce; Year 3/4 students from the Good Shepherd Lutheran Primary School, accompanied by their teacher Ms Emily Lewis; and Year 6 students from Moulden Park Primary School, accompanied by their teacher Ms Frances Hooper.
          On behalf of all members the Speaker extended a warm welcome to the visitors.

      5. PETITIONS:
          On behalf of the Member for Barkly (Mrs Hickey) and herself, the Member for Port Darwin (Ms Carter), by leave, presented a petition No. 61, not conforming with Standing Orders, from 4911 petitioners relating to resources to assist with the establishment and ongoing services of a hospice. (Paper 2360)

          The Member for Braitling (Mrs Braham) presented a petition from 762 petitioners protesting the conduct of the Gay and Lesbian Fun Festival “Alice is Wonderland” in Alice Springs on 10 to 17 March 2001. (Paper 2361)

      9. AGED CARE IN THE NORTHERN TERRITORY – MINISTERIAL STATEMENT – STATEMENT NOTED:
          The Minister for Senior Territorians (Mr Dunham) made a statement relating to Aged Care facilities in the Northern Territory. (Paper 2371)
          Mr Dunham moved – That the Assembly take note of the Statement.

      11. NATIVE TITLE IMPEDIMENTS ON RESOURCE DEVELOPMENT – MINISTERIAL STATEMENT – STATEMENT NOTED:
          The Minister for Resource Development (Mr Manzie) made a statement relating to the impediment of Native Title on developing mining and mineral exploration in the Northern Territory. (Paper 2363)

          The Attorney-General (Mr Burke), pursuant to notice, presented a Bill for an Act to amend the AustralAsia Railway Corporation Act, the subject of His Honour the Administrator’s Message No. 31, notified on 27 February 2001.

      13. LICENSED SURVEYORS AMENDMENT BILL 2001 (Serial 293):
          The Minister for Lands, Planning and Environment (Mr Baldwin), pursuant to notice, presented a Bill for an Act to amend the Licensed Surveyors Act.
          Bill read a first time.
          Mr Baldwin moved – That the Bill be now read a second time.
          Debate ensued.

      14. RATIFICATION OF TREATIES – MOTIONAGREED TO:
          The Order of the Day having been read for the resumption of debate on the question –

          That this Assembly, while welcoming the reforms introduced by the Howard government on the way treaties are dealt with both by the Federal Government and Federal Parliament, believes:
              (a) all treaties should have the approval of the Federal Parliament before they can have any effect on Australians;

              (b) the view and attitude of all States and Territories should be formally put to the Federal Parliament; and

              (c) that points (a) and (b) along with the other reforms put in place in 1996 should have the force of legislation rather than be reliant on the goodwill of the Government of the day.
            And further that the attitude of this Assembly in relation to treaties be communicated to both Houses of the Federal Parliament as well as the parliaments of the other States and Territories.
