1. MEETING:
    The Assembly met at 10.00 h. The Speaker, the Honourable L M Braham, took the Chair.

2. PRAYERS.

3. VISITORS:
    The Speaker (Mrs Braham) advised Honourable Members of the presence in the Gallery of Certificate III in Business (Office Administration) students from the Northern Territory University accompanied by their lecturer Ms Shirlie Richardson and Certificate II in Business (Office Administration) students from the Northern Territory University Palmerston Campus accompanied by their lecturer Ms Debbie Gale.

6. LEGAL AND CONSTITUTIONAL AFFAIRS COMMITTEE - CHANGE OF MEMBERSHIP - TERMS OF REFERENCE, AMENDMENT - MOTION AGREED TO:
    The Leader of Government Business (Mr Coulter) moved - That -

    1. The Leader of the Opposition (Mrs Hickey) and the Member for Fannie Bay (Ms Martin) be discharged from service on the Legal and Constitutional Affairs Committee and that the following members be appointed as alternate opposition members in their stead: Mr Bailey; Mr Ah Kit; and Mr Toyne.

    2. The Member for Goyder (Mr McCarthy) be appointed as an alternate member of the committee representing the government.

    3. The terms of reference of the committee passed on 20 August 1998 be amended by inserting the following:
        “(2)(a) any appointed alternate opposition member may participate in a meeting of the committee or sub-committee as if he of she were a full member provided only that two opposition alternate members shall vote at a deliberative meeting of a committee or sub-committee; and
        (2)(b) any appointed alternate government member may participate in a meeting of the committee or sub-committee as if he of she were a full member provided only that three government members shall vote at a deliberative meeting of a committee or sub-committee.”. (Paper 687)

7. PUBLIC ACCOUNTS COMMITTEE - CHANGE OF MEMBERSHIP – MOTION AGREED TO:
    The Leader of Government Business (Mr Coulter) moved – That Mr Hatton be discharged from service on the Public Accounts Committee and Mr Elferink be appointed to the Committee in his stead. (Paper 688)

8.PLANNING FOR GROWTH - MINISTERIAL STATEMENT - STATEMENT NOTED:
    Broadcast of Proceedings: The Speaker advised Members that her permission had been given for 8TOP FM radio to broadcast live the Planning for Growth statement by the Treasurer (Mr Reed) and response by the Leader of the Opposition (Mrs Hickey).
    The Treasurer (Mr Reed) made a statement relating to the review of Public Service activities. (Paper 689)
    Mr Reed moved – That the Assembly take note of the Statement.

10. JUVENILE JUSTICE AMENDMENT BILL 1998 (Serial 115):
    Suspension of Standing Orders - Pass Bill through all stages: The Minister for Correctional Services (Mr Poole) moved - That so much of Standing Orders be suspended as would prevent the Juvenile Justice Amendment Bill 1998 (Serial 115) passing through all stages at these sittings.
    There being an absolute majority of the whole number of members present and no dissentient voice.
    Question – put and passed.
    Mr Poole, pursuant to notice, presented a Bill for and Act to amend the Juvenile Justice Act.
    Bill read a first time.
    Mr Poole moved – That the Bill be now read a second time.
    On the motion of the Member for Fannie Bay (Ms Martin) debate was adjourned.

11. PASTORAL LAND AMENDMENT BILL 1998 (Serial 108):
    The Minister for Primary Industry and Fisheries (Mr Palmer), pursuant to notice, presented a Bill for an Act to amend the Pastoral Land Act.
    Bill read a first time.
    Mr Palmer moved – That the Bill be now read a second time.
    On the motion of the Member for Fannie Bay (Ms Martin) debate was adjourned.

12. REPORT OF THE AUDITOR-GENERAL FOR THE NORTHERN TERRITORY ON MATTERS ARISING FROM AUDITS UNDERTAKEN IN THE SIX MONTHS ENDED 31 DECEMBER 1997, DATED FEBRUARY 1998 - REPORT NOTED:
