1. MEETING:
The Assembly met at 10.00 a.m., pursuant to resolution of the Assembly, dated 26 August 1993. The Speaker, the Honourable N.M. Dondas, took the Chair.

3. NOTICE:
The following notice was given:
Mrs Hickey: To move - That this Assembly censures the Minister for Health and
Community Services for his neglect of his critical responsibility to protect children
of the Northern Territory from abuse and maltreatment.

4. CENSURE OF MINISTER FOR HEALTH AND COMMUNITY SERVICES - NEGLECT OF RESPONSIBILITY FOR CHILD ABUSE - MOTION NEGATIVED:
The Leader of Government Business (Mr Setter) informed the Assembly that the Government, pursuant to Standing Order 95,
accepted the notice of motion as a censure motion.
The Member for Barkly (Mrs Hickey) thereupon moved - That this Assembly censures the Minister for Health and Community
Services for his neglect of his critical responsibility to protect children of the Northern Territory from abuse and
maltreatment.
Debate ensued.
Extension of time: The Leader of the Opposition (Mr Ede) moved - That the Minister for Health and Community Services
(Mr Reed) be granted an extension of time.
Question - put and negatived.

Member named and suspended: The Speaker named the Leader of the Opposition (Mr Ede) for continuing to disregard the
authority of the Chair.
The Leader of Government Business (Mr Setter) moved - That the Leader of the Opposition (Mr Ede) be suspended from the
service of the Assembly.

4. ADMINISTRATIVE ARRANGEMENTS - MINISTRY - STATEMENT:
The Chief Minister (Mr Perron) informed the Assembly that His Honour the Administrator had appointed the
Honourable Daryl William Manzie as Minister for Transport and Works, in addition to his portfolio of Attorney-General,
with effect from 18 August 1993.
On 16 September 1993 His Honour the Administrator made the following appointments:

the Hon. Barry Coulter MLA as Minister for Conservation, in addition to his portfolios of
Treasurer and Minister for Tourism;

the Hon. Shane Stone MLA as Minister for Ethnic Affairs, in addition to his responsibilities as
Minister for Asian Relations and Trade, Minister for Industries and Development, Minister for Mines and
Energy and Minister for the Arts; and

the Hon. Eric Poole MLA as Minister for Work Health and Territory Insurance, in addition to his
responsibilities as Minister for Correctional Services, Minister for Sport and

Recreation and Minister Assisting the Chief Minister on Central
Australian Matters.

the Member for Goyder, Mr McCarthy, be discharged from further attendance on the Committee of Privileges
and the Member for Brennan, Mr Ortmann, be appointed as a member of the Committee in his stead;

(2) New Parliament House Committee

the Member for Jingili, Mr Setter, be discharged from further attendance on the New Parliament House
Committee and the Minister for Transport and Works, Mr Manzie, be appointed as a member of the Committee
in his stead; and

(3) Committee on the Use and Abuse of Alcohol by the Community

the Member for Jingili, Mr Setter, be discharged from further attendance on the Committee on the Use
and Abuse of Alcohol by the Community and the Member for Brennan, Mr Ortmann, be appointed as a member of
the Committee in his stead.

The Leader of Government Business (Mr Setter), pursuant to Standing Order 225, moved -

(1) That at 10.00 a.m. on Wednesday 13 October 1993, the Assembly resolve itself again
into Committee for further consideration of the Appropriation Bill 1993-94 (Serial 266); and

(2) That this sitting of the Assembly be suspended till 10.00 a.m. Wednesday 13 October 1993.

The Member for Macdonnell (Mr Bell), by leave, moved the following amendments together -

Omit from paragraph (1) "10.00 a.m." and insert "11.00 a.m."; and

Add at the end of the motion the following new paragraph -

"At 10.00 a.m., the Assembly proceed with its ordinary routine of business until the completion of
