1. MEETING:
    The Assembly met at 10.00h., pursuant to resolution of the Assembly, dated Thursday 1 May 1997. The Speaker, the Honourable T.R. McCarthy, took the Chair.

3. MESSAGE FROM THE ADMINISTRATOR:
    The Speaker read the following Message No 26 from His Honour the Administrator:
    I, NEIL RAYMOND CONN, the Administrator of the Northern Territory of Australia, advise the Legislative Assembly that, pursuant to section 7 of the Northern Territory (Self-Government) Act 1978, of the Commonwealth, have given my assent to the following proposed laws:

4. DISTINGUISHED VISITOR:
    The Speaker (Mr McCarthy) drew the attention of Honourable Members to the presence in the gallery of the Honourable Dr Frank Maddill, MHA, Speaker of the House of Assembly of Tasmania, and Mr Shane Donnelly, Deputy Clerk Assistant.
    On behalf of Honourable Members, the Speaker extended a warm welcome to the distinguished visitor.

5. PETITIONS:
    The Member for Fannie Bay (Ms Martin) presented a petition from 664 petitioners requesting the Assembly expedite a new Planning Act (Paper 3250).

    The Member for Palmerston (Mr Coulter), by leave, presented a petition, not conforming with Standing Orders, from 2565 petitioners requesting the Assembly not introduce speed cameras in police cars (Paper 3251).

    The Member for Wanguri (Mr Bailey) presented a petition from 289 petitioners requesting the Assembly arrange to have traffic controlling devices installed at the intersection of Secrett and McMillan Roads (Paper 3252).

6. NOTICE:
    The following notice was given -
    Mrs Hickey: To move that -
      This Assembly:

      (1) apologises to the Aboriginal and Torres Strait Islander people for the policies and practices under which children in the Northern Territory were forcibly separated from their families and expresses deep sorrow and regret at the hurt and distress that this has caused; and
      (2) recognises the critical importance to indigenous Australians and the wider community of a continuing reconciliation process, based on understanding of, and frank apologies for, what has gone wrong in the past - and a total commitment to equal respect in the future.

      The Leader of Government Business (Mr Coulter) moved - That pursuant to Standing Order 225 -
        (1) That, unless otherwise ordered, at 10.00h on 18 June 1997 the Assembly resolve itself again into Committee of the Whole for further consideration of the Appropriation Bill 1997-98 (Serial 232); and
        (2) That this sitting of the Assembly be suspended until 10.00h Wednesday 18 June 1997.
