1. MEETING:
The Assembly met at 2.30 p.m., according to order of the Speaker, the Honourable N.M. Dondas, dated 16 April 1992,
pursuant to sessional order. The Speaker, the Honourable N.M. Dondas, took the Chair.

2. PRAYERS.

3. COMMONWEALTH DAY MESSAGE - PAPER TABLED:
The Speaker laid on the Table a copy of Her Majesty the Queen's Commonwealth Day Message, dated 9 March 1992.

4. NOTICES:
The following notices were given:

7. HEADS OF GOVERNMENT MEETING - MINISTERIAL STATEMENT - STATEMENT NOTED:
The Chief Minister (Mr Perron) made a statement relating to the Heads of Government Meeting held in Canberra on 11 May 1992.
Mr Perron moved - That the Assembly take note of the Statement.

8. DROUGHT ASSISTANCE - MINISTERIAL STATEMENT - STATEMENT NOTED:
The Minister for Primary Industry and Fisheries (Mr Reed) made a statement relating to Drought Assistance.

Mr Reed moved - That the Assembly take note of the Statement.

9. MATTER OF PUBLIC IMPORTANCE - ACCESS TO ELECTRICITY:
The Speaker informed the Assembly that the Member for Macdonnell (Mr Bell) had proposed that the following
definite matter of public importance be submitted to the Assembly for discussion this day:

"The need for all Territory communities/towns to have equal right to access electrical power and to be charged on
an equal basis for that power."

And the proposed discussion having received the necessary support -
The Speaker called on Mr Bell to address the Assembly.

Personal explanation: The Member for Macdonnell (Mr Bell), pursuant to Standing Order 54, made a personal explanation
relating to comments made by the Minister for Transport and Works (Mr Finch) earlier in this discussion.
