1. MEETING:
The Assembly met at 10.00 a.m., pursuant to adjournment. The Speaker, the Honourable N.M. Dondas, took the Chair.

2. PRAYERS.

3. NOTICE:
The following notice was given:
Mr Hatton: To present the Building Bill 1993 (Serial 206).

4. QUESTIONS:
Questions were asked of Ministers.
Paper tabled: The Chief Minister (Mr Perron) laid on the Table the following Paper -

Facsimile letter, Mr Brett Midena, Principal Legal Advisor, Northern Land Council to The Mining
Registrar, Department of Mines and Energy, dated 4 February 1993.

Further questions were asked of Ministers.
Paper tabled: The Minister for Aboriginal Development (Mr Hatton) laid on the Table the following Paper -

Letter, Milikapiti Community Government Council to Hon. Robert Tickner, MP, dated 15 February 1993.

Further questions were asked of Ministers.

5. LEAVE OF ABSENCE:
The Member for Macdonnell (Mr Bell) moved - That leave of absence be granted to the Member for Arnhem (Mr Lanhupuy)
this day on account of ill health.

6. ADDRESS TO THE NATION BY THE PRIME MINISTER - MOTION AGREED TO:
The Treasurer (Mr Coulter), by leave, moved - That this Assembly notes:

(a) the final Address to the Nation by the Prime Minister, the Honourable Paul Keating, MP, at
Bankstown on Wednesday 24 February 1993; and

(b) the complete lack of economic direction contained in that Address at a time when leadership and national
economic reconstruction is most needed.

Debate ensued.

Sessional Committee on Use and Abuse of Alcohol by the Community - Reference to Restricted Areas -
Extension of Time to Report - Motion agreed to:
The Chairman of the Sessional Committee on Use and Abuse of Alcohol by the Community (Mr Poole), by leave, moved - That
- the Resolution of 20 May 1992 referring the "Operation and Effect of Part VIII 'Restricted Areas' of the Liquor Act" to
the Sessional Committee on Use and Abuse of Alcohol by the Community for consideration and report be varied as follows:

Omit paragraph (2) and insert in its stead:

"(2) the Committee report to the Assembly as soon as possible.".

Question - put and passed.

Debate resumed on the motion relating to the Address to the Nation by the Prime Minister.
The Member for Macdonnell (Mr Bell) moved the following amendment -

Omit all words after "24 February 1993" and add the following -

"and congratulates -

(i) Mr Keating and the Federal Labor Government of which he has been a part for their leadership of
this country at a time of international economic crisis; and

(ii) the Hon. Warren Snowdon, MP and Senator the Hon Bob Collins for their assiduous representations
of Territory interests as part of the Federal Labor Government.".

The Leader of Government Business (Mr Setter) moved - That the amendment be put.
Question - That the amendment be put - put and passed.
Question - That the amendment be agreed to - put and negatived.

Distinguished visitors - Mr B.F. Kilgariff; Mr F.K.M. Thompson; and Mr F.H. Walker:
The Speaker drew the attention of Honourable Members to the presence in the gallery of Mr Bern Kilgariff, former Senator
for the Northern Territory, former Speaker of the Northern Territory Legislative Assembly and Member of the Legislative
Council and Mr Keith Thompson and Mr Fred Walker, former Clerks of the Legislative Assembly.
On behalf of Members, the Speaker extended a warm welcome to the distinguished visitors.

7. MABO COURT DECISION - MINISTERIAL STATEMENT - STATEMENT NOTED:
The Chief Minister (Mr Perron) made a statement relating to the Government's intentions in relation to the Mabo High Court Case.
Mr Perron moved - That the Assembly take note of the Statement.
Debate ensued.
Question - put and passed.

8. NORTHERN TERRITORY TOURISM - MINISTERIAL STATEMENT - MOTION TO NOTE STATEMENT:
The Minister for Tourism (Mr Coulter) made a statement relating to consolidation and consultation within the
Northern Territory Tourism Industry.
Paper tabled: Mr Coulter laid on the Table the following Paper -

Survey of Air Package Travellers to Darwin, October - December 1992, by the Australian Bureau of Statistics.

Mr Coulter moved - That the Assembly take note of the Statement.
Debate ensued.
Paper tabled: The Member for Macdonnell (Mr Bell), by leave, laid on the Table the following Paper -

Letter, Concerned Alice Springs Backpacker Organisations to Mr Alan McGill, Town Clerk,
Alice Springs Town Council, undated.

9. REAL PROPERTY AMENDMENT BILL 1993 (Serial 207):
The Attorney-General (Mr Stone), pursuant to notice, presented a Bill for an Act to amend the Real Property Act.
Bill read a first time.
Mr Stone moved - That the Bill be now read a second time.
On the motion of the Member for Macdonnell (Mr Bell) debate was adjourned.

10. CLASSIFICATION OF PUBLICATIONS AND FILMS AMENDMENT BILL 1993 (Serial 209):
The Attorney-General (Mr Stone), pursuant to notice, presented a Bill for an Act to amend the Classification of
Publications and Films Act.
Bill read a first time.
Mr Stone moved - That the Bill be now read a second time.
On the motion of the Member for Macdonnell (Mr Bell) debate was adjourned.

11. MEDICAL PRACTITIONERS REGISTRATION AMENDMENT BILL 1993 (Serial 204):
The order of the day having been read for the resumption of the debate on the question - That the Bill be now read a second time -
Debate resumed.
Question - put and passed.
Bill read a second time.
Leave granted for a motion for the third reading of the Bill to be moved forthwith.
On the motion of the Minister for Health and Community Services (Mr Reed) the Bill was read a third time and passed
to be a proposed law.

12. STOCK (CONTROL OF HORMONAL GROWTH PROMOTANTS) BILL 1993 (Serial 208):
The order of the day having been read for the resumption of the debate on the question - That the Bill be now read a second time -
Debate resumed.
Question - put and passed.
Bill read a second time.
The Assembly, according to Order, resolved itself into Committee of the Whole for the consideration of the Bill.

Clause 17 negatived.
On the motion of the Minister for Primary Industry and Fisheries (Mr Reed) the following new clause was inserted in proposed Part 4, before clause 18 of the Bill -

"17. SELLER TO BE REGISTERED

A person shall not sell a prescribed substance unless the person is registered for that purpose in
accordance with this Act.

Penalty: $10,000 or imprisonment for 12 months.".

Clauses 18 to 23, by leave, taken together and agreed to.
Clause 24 read.
On the motion of Mr Reed the following amendment was agreed to -

Omit from subclauses (2)(a),(b),(c) and (d) "or treat stock with".

On the motion of Mr Reed the following further amendment was agreed to -

Omit from subclause (2)(f) "and use" and "and treated stock".

On the motion of Mr Reed the following further amendment was agreed to -

Omit from subclause (2)(h) "and who treat stock with".

Clause 24, as amended, agreed to.
Remainder of the Bill, by leave, taken as a whole and agreed to.
Bill to be reported with amendments.

The Speaker (Mr Dondas) resumed the Chair; the Chairman (Mr McCarthy) reported accordingly; and the report was adopted.
On the motion of Mr Reed the Bill was read a third time and passed to be a proposed law.

13. ADJOURNMENT:
The Minister for Aboriginal Development (Mr Hatton) moved -
That the Assembly do now adjourn.
