1. MEETING:
      The Assembly met at 10.00 h. The Speaker, the Honourable T. R. McCarthy, took the Chair.

2. PRAYERS.

3. PETITIONS:
      The Member for Nhulunbuy (Mr Stirling), by leave, presented a petition, not conforming with Standing Orders, from 2170 petitioners requesting the Commissioner for Public Employment to support a variation of the Northern Territory Public Service Award to allow for the provision of 6 weeks recreation leave (Paper 2149).
      Petition read.
      The Member for Nhulunbuy (Mr Stirling), by leave, presented a petition, not conforming to Standing Orders, from 755 petitioners requesting that the appeal by the Commissioner for Public Employment in respect of the Northern Territory Public Service (General Conditions of Service) Award 2000 be withdrawn (Paper 2150).
      Petition read.

      The Leader of Government Business (Mr Palmer) asked that further questions be placed on the Written Question Paper.
      Answer to Question: The Minister of Police, Fire and Emergency Services (Mr Reed) provided additional information in response to questions asked earlier this sittings and this day by Ms Martin relating to drug related crime and action by police.
6. OPIATE USE IN THE NORTHERN TERRITORY – MINISTERIAL STATEMENT – STATEMENT NOTED:
      The Minister for Health, Family and Children’s Services (Mr Dunham) made a statement relating to the issue of opiate use in the Northern Territory (Paper 2153).
      Mr Dunham moved – That the Assembly take note of the Statement.
      Debate ensued.
      Suspension of sittings: The sitting was suspended between 11:58 h and 14:00 h.
      Debate resumed.

7. TECHNOLOGICAL FUTURE – MINISTERIAL STATEMENT - STATEMENT NOTED:
      The Minister for Communications, Science and Advanced Technology (Mr Adamson) made a statement relating to the need to keep pace with the advances in the emerging new technology driven community (Paper 2156).
      Mr Adamson moved – That the Assembly take note of the Statement.
      Debate ensued.

8. AUSTRALASIA RAILWAY (SPECIAL PROVISIONS) AMENDMENT BILL (No. 2) 2000 (Serial 281) and AUSTRALASIA RAILWAY CORPORATION AMENDMENT BILL (No. 2) 2000 (Serial 282):
      Suspension of Standing Orders: The Deputy Chief Minister (Mr Reed) moved – That so much of Standing Orders be suspended as would prevent the AustralAsia Railway (Special Provisions) Amendment Bill (No. 2) 2000 (Serial 281) and the AustralAsia Railway Corporation Amendment Bill (No. 2) 2000 (Serial 282) –

      (a) being presented and read a first time together and one motion being put in regard to, respectively, the second readings; the committee’s report stage; and the third readings of the Bills together; and

      (b) the consideration of the Bills separately in the Committee of the Whole.


      Question – put and passed – there being an absolute majority of the whole number of Members present and no dissentient voice.

      Mr Reed, pursuant to notice, presented a Bill for an Act to amend the AustralAsia Railway (Special Provisions) Amendment Act; and a Bill for an Act to amend the AustralAsia Railway Corporation Act.

      Mr Reed moved – That the Bills be now read a second time.

9. PRISONS (CORRECTIONAL SERVICES) AMENDMENT BILL (No. 2) 2000 (Serial 274):
      The Minister for Correctional Services (Mr Manzie), pursuant to notice, presented a Bill for an Act to amend the Prisons (Correctional Services) Act.

      Mr Manzie moved – That the Bill be now read a second time.
      Debate ensued.

10. CARAVAN PARKS ACT REPEAL BILL 2000 (Serial 277):
      The Minister for Local Government (Mrs Braham), pursuant to notice, presented a Bill for an Act to repeal the Caravan Parks Act.
