1. MEETING:
    The Assembly met at 10.00 h. The Speaker, the Honourable T R McCarthy, took the Chair.

2. PRAYERS.

3. BROADCAST OF PROCEEDINGS – STATEMENT:
    The Speaker advised Honourable Members that he had given permission for ABC TV and Channel 8 to broadcast live or rebroadcast, with sound and vision, the presentation of the Budget and Treasurer’s Speech and for 8 Top-FM Radio to broadcast live the presentation of the Budget and the Treasurer’s Speech.
4. VISITORS:
    The Speaker (Mr McCarthy) acknowledged the presence in the Gallery of Miss Charlene Malele, Hansard Editor and Chief Interpreter of the Parliament of Samoa, who is on a training attachment with the Northern Territory Parliament under the auspices of the CPA Education Trust Fund.

    The Speaker further advised Honourable Members of the presence in the Gallery of the Faculty of Law Aboriginal Pre-Law students accompanied by their teacher Ms Fiona Hussin; and Year 12 Legal Studies students from Casuarina Senior College accompanied by their teacher Ms Dianne Gilbert.

    On behalf of Honourable Members, the Speaker extended a warm welcome to the visitors.

5. PETITION:
    The Member for Katherine (Mr Reed) presented a petition from 1260 petitioners requesting the Assembly ensure that no exploration or other mining activities be permitted on the Howard Springs Hunting Reserve (Paper 1087).

    7. MESSAGE FROM THE ADMINISTRATOR:
      The Speaker advised Honourable Members that he had received the following Message from His Honour the Administrator:

      I, NEIL RAYMOND CONN, the Administrator of the Northern Territory of Australia, in pursuance of section 11 of the Northern Territory (Self-Government) Act 1978 of the Commonwealth, recommend to the Legislative Assembly a Bill for an Act to authorise the issuing and expending of the public moneys of the Territory in respect of the year ending 30 June 2000.

    8. APPROPRIATION BILL 1999-2000 (Serial 154):
      The Treasurer (Mr Reed), presented a Bill for an Act to authorise the issuing and expending of the public moneys of the Territory in respect of the year ending 30 June 2000, the subject of His Honour the Administrator’s Message No. 14 notified earlier this day.

    9. DISCUSSION DRAFT OF RESIDENTIAL TENANCIES BILL 1999 AND RESIDENTIAL TENANCIES (CONSEQUENTIAL AMENDMENTS) BILL 1999 – PAPERS TABLED:
      The Minister for Lands, Planning and Environment (Mr Baldwin) laid on the Table discussion drafts of a proposed Residential Tenancies Bill (Paper 1083) and Residential Tenancies (Consequential Amendments) Bill (Paper 1084).
      Mr Baldwin made a statement relating thereto.

    10. LEGAL AND CONSTITUTIONAL AFFAIRS COMMITTEE – REPORT, APPROPRIATE MEASURES TO FACILITATE STATEHOOD – PAPER TABLED – PAPER PRINTED – MOTION TO NOTE AND ADOPT RECOMMENDATIONS:
      The Chairman of the Legal and Constitutional Affairs Committee (Mr Hatton) laid on the Table the Committee’s Report of Inquiry into appropriate measures to facilitate Statehood (Paper 1086).
      Mr Hatton moved – That the report be Printed.

    11. STATUTE LAW REVISION BILL 1999 (Serial 155):
      The Minister for Primary Industry and Fisheries (Mr Palmer) on behalf of and at the request of the Attorney-General (Mr Burke), pursuant to notice, presented a Bill for an Act to revise and correct the law of the Territory in minor respects.

      Mr Palmer moved – That the Bill be now read a second time.
      On the motion of the Member for Stuart (Mr Toyne) debate was adjourned.
    12. STOCK DISEASES AMENDMENT BILL 1999 (Serial 153):
      The Minister for Primary Industry and Fisheries (Mr Palmer), pursuant to notice, presented a Bill for an Act to amend the Stock Diseases Act.

    13. LOCAL GOVERNMENT (KATHERINE RATES) BILL 1999 (Serial 149):

    14. YEAR 2000 INFORMATION DISCLOSURE BILL 1999 (Serial 150):
      Suspension of Standing Orders – Pass Bill through all stages: The Minister for Communications, Science and Technology (Mr Manzie) moved – That so much of Standing Orders be suspended as would prevent the Year 2000 Information Disclosure Bill 1999 (Serial 150) passing through all stages at these sittings.
      Question put and passed – there being and absolute majority of the whole number of Members present and no dissentient voice.
