1. MEETING:
The Assembly met at 10.00 a.m., pursuant to resolution of the Assembly, dated
Thursday 22 June 1995. The Speaker, the Honourable T.R. McCarthy, took the Chair.

3. MESSAGE FROM THE ADMINISTRATOR:
The Speaker advised Honourable Members that he had received the following Message from His Honour the Administrator -

I, KEITH JOHN AUSTIN ASCHE, the Administrator of the Northern Territory of
Australia, advise the Legislative Assembly that, pursuant to section 7 of the Northern
Territory (Self-Government) Act 1978, of the Commonwealth, declare that I have given my

4. PETITIONS:
The Member for Nightcliff (Mr Hatton) presented a petition from 140 petitioners requesting
that the Assembly legislate to ensure that the Internet superhighway does not transmit
material which is unsuitable for minors (Paper 1899).
Petition read.
Mr Hatton presented a petition from 303 petitioners in similar terms to a petition
presented earlier this day (Paper 1900).

5. REQUEST FOR REFERRAL TO COMMITTEE OF PRIVILEGES - ALLEGED
DELIBERATE MISLEADING OF THE ASSEMBLY BY THE MEMBER FOR
LEANYER:
The Member for Wanguri (Mr Bailey), pursuant to Standing Order 83, raised as a matter
of the privilege the alleged misleading of the Assembly by the Member for Leanyer
(Mr Finch) in his capacity as Minister for Education and Training regarding matters
relating to Modular Medical Products.
The Speaker advised that he would consider the matter and give a decision on the next sitting day.

6. NOTICES:
The following notices were given:
Mr Bell: To move - That the Terms of Reference of the Sessional Committee on the
Use and Abuse of Alcohol by the Community, agreed to on 27 June 1994, be varied as follows:

Insert new paragraph 2A -

"2A. The Committee be empowered, unless otherwise
ordered, to inquire into and report on:

(a) the extent of illegal drug use in the
Northern Territory; and

(b) the legislative and administrative response of
other Australian Governments to such illegal drug
use; and

the Committee make recommendations for legislative
and administrative reform in the Northern Territory
in respect of those matters; and

report during the August 1996 sittings.".

Mr Rioli: To move -

That this Assembly takes note of the poor quality of life of a large number of the Northern Territory population, in particular:

(a) the poor health status;

(b) the low education attainment;

(c) inadequate housing;

(d) poor employment prospects; and

(e) the general impacts of poverty; and

calls on the Northern Territory Government to implement a series of initiatives to
address these inequalities to provide measurable outcomes of improvement in each of
the above areas, with the objective of providing equality of opportunity for all Territorians.

Mr Bailey: To present the Northern Territory Land Corporation Amendment Bill 1995 (Serial 99).
Mr Bell: To present the Poisons and Dangerous Drugs Amendment Bill 1995
(Serial 100).

7. ASSEMBLY COMMITTEES - CHANGE OF MEMBERSHIP:
The Leader of Government Business (Mr Coulter) moved - That membership of
Legislative Assembly Committees be varied as follows:

House Committee: The Member for Macdonnell (Mr Bell) be discharged from further
attendance and the Member for Fannie Bay (Ms Martin) be appointed as a member
of the Committee in his stead; the Member for Arnhem (Mr Lanhupuy) be discharged from
further attendance and the Member for Nhulunbuy (Mr Stirling) be appointed as a
member of the Committee in his stead.

Committee of Privileges: The Member for Karama (Mr Palmer) be discharged from
further attendance and the Member for Casuarina (Mr Adamson) be appointed in his stead.

Public Accounts Committee: The Member for Brennan (Mr Burke) be discharged from
further attendance and the Member for Millner (Mr Mitchell) be appointed as a member of
the Committee in his stead.

Standing Orders Committee: The Member for Sanderson (Mr Manzie) be discharged
from further attendance and the Member for Palmerston (Mr Coulter) be appointed as a
member of the Committee in his stead; and the Member for MacDonnell (Mr Bell) be
discharged from further attendance and the Member for Fannie Bay (Ms Martin) be
appointed as a member of the Committee in his stead.

Subordinate Legislation and Tabled Papers Committee: The Member for Arafura
(Mr Rioli) be discharged from further attendance and the Member for Macdonnell
(Mr Bell) be appointed as a member of the Committee in his stead; and the Member for

The Chief Minister (Mr Stone),by leave, moved - That this Assembly acknowledges the
debt of gratitude owed to all those who, at home and abroad, contributed to the Allied
Victory in the Pacific fifty years ago, recognising that their sacrifices remain the
foundation for the peace and friendship the people of our region enjoy today.
Debate ensued.

The Speaker invited Members to stand and observe two minutes silence in tribute, on
this 50th Anniversary of Victory in the Pacific, to honour all Australians who died during
World War II and who served under arms and those people who worked tirelessly to
sustain the war effort at home.
And Members present having stood in their places in silence.
