9. FILMING IN THE CHAMBER - STATEMENT BY SPEAKER:
The Speaker advised Honourable Members that he had givenpermission for ABC Television and Channel 8 to take file footage inside the Chamber this day.

10. POST-PROJECT EVALUATION OF THE STATE SQUARE PROJECT - REFERRAL TO PUBLIC ACCOUNTS COMMITTEE - MOTION NEGATIVED:
The Member for Wanguri (Mr Bailey), pursuant to notice, moved - That this Assembly direct the Public Accounts Committee to undertake a post-project evaluation
of the State Square Project in accordance with recommendation 12 of Public Accounts Committee's Report Number 21 Report on the Auditor-General's Annual
Reports, 1990-91 and 1991-92 including an evaluation of the following factors:

(a) Planning and Task Definition:

(1) project quality and performance objectives;
(2) technical and financial risk assessments;
(3) design aspects;
(4) contractual matters;
(5) production aspects and quality assurance arrangements;
(6) supply and support assets;
(7) reviews of similar projects.

(b) Resource Management and Coordination:

(1) project time objectives;
(2) network planning techniques;
(3) equipment and information;
(4) project cost estimation.

(c) Contracting and Production:

(1) tender invitation and evaluation;
(2) quality requirements;
(3) protection of government interests;
(4) project payments.

(d) Administrative Arrangements:

(1) responsibility of a project manager;
(2) project management critical path;
(3) communication and coordination.

(e) Performance Assessment:

(1) performance monitoring;
(2) project objectives;
(3) prolongation and delays;
(4) cost escalation;
(5) acceptance procedures for equipment and facilities;
(6) past project performance assessment.

11. RESOURCES FOR NORTHERN TERRITORY POLICE FORCE - MOTION NEGATIVED:
The Leader of the Opposition (Mr Ede), pursuant to notice, moved - That - This
Assembly notes with grave concern -

(a) the inadequate resources provided to the Northern Territory Police Force; and
(b) calls on the CLP Government to move rapidly to reorder its priorities and substantially increase funding to the Northern Territory Police Force.

13. GAMING CONTROL AMENDMENT BILL (No. 2) 1994 (Serial 31):
The Minister for Tourism (Mr Coulter), pursuant to notice, presented a Bill for an Act to amend the Gaming Control Act.
Mr Coulter moved - That the Bill be now read a second time.
