Dissent from Chairman’s ruling: The Deputy Leader of the Opposition (Mr Bailey) in asking a question relating to the operation of the Territory Insurance Office was ruled out of order.
Mr Bailey thereupon moved dissent from the Chairman’s ruling and submitted such dissent in writing.

Expenditure on the Activities within the Museums and Art Galleries Board, agreed to.
- Point of order: The Leader of Government Business (Mr Coulter) attempted to correct information given by the Minister for Public Employment (Mr Finch) during debate on the proposed allocations specified for expenditure on the Activities within the Office of the Commissioner for Public Employment.
The Member for Macdonnell (Mr Bell) raised as a point of order the appropriateness for Mr Coulter to provide the information at this time.
The Chairman (Mr Setter) ruled that Mr Coulter was in order and could provide the information.
Dissent from the Chairman’s ruling: Mr Bell thereupon moved dissent from the Chairman’s ruling and such dissent was submitted in writing.

- “3. NO AUTHORISATION TO PAY MINISTER’S PRIVATE LEGAL FEES
“Nothing in this Act authorises the issuing and expending of the public moneys of the Territory for the purpose of paying fees or expenses incurred by a minister in connection with legal proceedings where the minister seeks a private benefit (whether or not such benefit is received).”.

- Suspension of Standing Orders - pass bill through all stages: The Chief Minister (Mr Stone) moved - That so much of Standing Orders be suspended as would prevent the Legislative Assembly Members’ Superannuation Amendment Bill 1996 (Serial 179) passing through all stages at this sitting.
Question - put and passed - there being an absolute majority of the whole number of Members present and no dissentient voice.

- The Chairman of the Subordinate Legislation and Tabled Papers Committee (Mr Setter), by leave, made a statement relating to the consideration by the Committee of Regulations 1996, No. 34, Rights of the Terminally Ill Regulations. The Chairman advised that the Committee would report during the October sittings.
