1. MEETING:
    The Assembly met at 10:00 h, pursuant to adjournment. The Speaker, the Honourable L M Braham, took the Chair.

    Distinguished visitor: The Speaker (Mrs Braham) drew the attention of Honourable Members to the presence in the gallery of the Hon Paul Everingham, AO, former Federal Member for the House of Representatives for the Northern Territory and former Chief Minister of the Northern Territory.
    On behalf of Honourable Members, the Speaker extended a warm welcome to the distinguished visitor.

5. SUPPLEMENTARY ANSWER:
    The Minister for Asian Relations, Trade and Industry (Mr Manzie) gave a supplementary answer to a question asked by the Member for Fannie Bay (Ms Martin) this day.

6. CRIMES VICTIMS ADVISORY COMMITTEE REPORT - PAPER TABLED - MOTION TO NOTE PAPER:
    The Attorney-General (Mr Stone) laid on the Table the Report from the Crimes Victims Advisory Committee on Crime Victims Assistance. (Paper 216)
    Mr Stone moved that the Assembly take note of the report.
    Ordered - That Mr Stone have leave to continue his remarks at a later hour.
7. A NORTHERN TERRITORY CONSTITUTIONAL CONVENTION - MINISTERIAL STATEMENT - STATEMENT NOTED:
    The Chief Minister (Mr Stone) made a Statement relating to the establishment of a Constitutional Convention for the Northern Territory. (Paper 217)
    Mr Stone moved - That the Assembly take note of the Statement.
    Debate ensued.

8. WEEDS MANAGEMENT BILL, DRAFT - PAPER TABLED - PAPER NOTED:
    The Minister for Primary Industry Fisheries (Mr Palmer) laid on the Table a Draft Weeds Management Bill 1997 (Paper 219).
    Mr Palmer made a tabling statement relating thereto.
    Mr Palmer moved - That the Assembly take note of the Paper.
    Debate ensued.
    Question - put and passed.
9. HEALTH AND COMMUNITY SERVICES COMPLAINTS BILL 1997 (Serial 38):
    The Minister for Health, Family and Children's Services (Mr Burke), pursuant to notice, presented a Bill for an Act relating to the rights and responsibilities of users and providers of health services and community services and providing for the resolution of complaints arising out of the provision of those services, and for related purposes.
    Bill read a first time.
    Mr Burke moved - That the Bill be now read a second time.
    On the motion of the Member for Stuart (Mr Toyne) debate was adjourned.

10. HERITAGE CONSERVATION AMENDMENT BILL 1997 (Serial 40):
    The Minister for Lands, Planning and Environment (Mr Palmer), pursuant to notice, presented a Bill for an Act to amend the Heritage Conservation Act.
    Bill read a first time.
    Mr Palmer moved - That the Bill be now read a second time.
    On the motion of the Member for Fannie Bay (Mr Ms Martin) debate was adjourned.

11. MENTAL HEALTH AND RELATED SERVICES BILL 1997 (Serial 39):
    The Minister for Health, Family and Children's Services (Mr Burke), pursuant to notice, presented a Bill for an Act to provide for the care, treatment and protection of people with mental illness and for related purposes.
    Bill read a first time.
    Mr Burke moved - That the Bill be now read a second time.
    On the motion of the Member for Fannie Bay (Mrs Martin) debate was adjourned.
12. PETITION:
    The Minister for Asian Relations, Trade and Industry (Mr Manzie), by leave, presented a petition from 23 petitioners requesting that no further uranium development take place in Australia, particularly the development of Jabiluka Mine. (Paper 220)

13. ADJOURNMENT:
    The Treasurer (Mr Coulter) moved - That the Assembly do now adjourn.
    Debate ensued.

    And the Assembly adjourned at 18:28 h until 10:00 h Tuesday 17 February 1998.
