1. MEETING:
The Assembly met at 10:00 h, pursuant to adjournment. The Deputy Speaker, Mr R. A. Setter, MLA, took the Chair.

2. PRAYERS.

3. LEAVE OF ABSENCE:
The Leader of Government Business (Mr Coulter) moved - That leave of absence be granted to the Speaker (Hon T.R. McCarthy) for this day on account of parliamentary business interstate.

4. PETITION:
The Member for Port Darwin (Mr Stone), by leave, presented a petition, not conforming with Standing Orders, from 4249 petitioners relating to firearms legislation (Paper 3051).

5. NOTICES:
The following notices were given:
Mr Reed: To move - That this Parliament -

(1) condemns the latest wave of native title claims over the public areas in the Northern Territory, especially East Point Reserve, Mindil Beach, Mindil Beach market site, and Vesteys Beach in the Labor held seat of Fannie Bay, Lions Park and the Casuarina Coastal Reserve and the Tracy Village Sports and Social Club in the Labor held seat of Wanguri, the Alice Springs water supply at Roe Creek Borefield in the Labor held seat of Macdonnell, Howard Springs Nature Reserve in the seat of Nelson, and Marlow Lagoon Recreation Park in the seat of Brennan, as well as dozens of parks and recreation reserves in Darwin and Alice Springs; and

(2) calls upon all Members to display information and maps on the areas claimed under the Federal Native Title legislation in their electorate offices so that members of the public have ready access.

7. THE ADELAIDE TO DARWIN RAIL LINK, AN UPDATE ON PROGRESS -MINISTERIAL STATEMENT - STATEMENT NOTED:
The Minister for the Railway (Mr Coulter) made a statement relating to the Adelaide to Darwin Rail Link (Paper 3053).
Paper tabled: Mr Coulter laid on the Table the following Paper -
The AustralAsia Railway Project Summary (Paper 3054).
Mr Coulter moved - That the Assembly take note of the Statement.

8. COMMUNICATIONS - MINISTERIAL STATEMENT - STATEMENT NOTED:
The Minister for Regional Development and Communications Policy (Mr Poole) made a statement on Communications (Paper 3055).
Mr Poole moved - That the Assembly take note of the Statement.
Debate ensued.

The Member for Stuart (Mr Toyne) moved the following amendment -

Omit all words after “That” and insert in their stead “ the Assembly expresses its concern at the CLP administration’s failure to produce a coherent policy for the introduction of modern communications, information technology and multimedia into the Territory” (Paper 3057).

10. FINANCIAL INSTITUTIONS (MISCELLANEOUS AMENDMENTS) BILL 1997 (Serial 211):
The Attorney-General (Mr Burke), pursuant to notice, presented a Bill for and Act to amend various Acts and Regulations to enable certain persons to operate accounts and invest with building societies and credit unions.
Bill read a first time.
Mr Burke moved - That the Bill be now read a second time.

11. FRIENDLY SOCIETIES (NT) BILL 1997 (Serial 214) and FINANCIAL INSTITUTIONS (TERRITORY SUPERVISORY AUTHORITY) AMENDMENT BILL 1997 (Serial 215):
Suspension of Standing Orders - Take two Bills together: The Attorney-General (Mr Burke) moved - That so much of Standing Orders be suspended as would prevent two Bills, namely the Friendly Societies.(NT) Bill 1997 (Serial 214) and the Financial Institutions (Territory Supervisory Authority) Amendment Bill 1997 (Serial 215) -

(a) being presented and read a first time together and one motion being put in regard to, respectively, the second readings, the Committee’s report stage and the third readings of the Bills together; and

(b) the consideration of the Bills separately in the Committee of the Whole.

Question - put and passed.
Mr Burke, pursuant to notice, presented a Bill for and Act to provide for the formation, registration, management and regulation of friendly societies, and for related purposes; and a Bill for an Act to amend the Financial Institutions (Territory Supervisory Authority) Act.

12. PETROLEUM AMENDMENT BILL 1997 (Serial 216) and MINING AMENDMENT BILL 1997 (Serial 217):
Suspension of Standing Orders - Take two Bills together: The Minister for Mines and Energy (Mr Manzie) moved - That so much of standing orders be suspended as would prevent two Bills, namely the Petroleum Amendment Bill 1997 (Serial 216) and the Mining Amendment Bill 1997 (Serial 217) -

(a) being presented and read a first time together and one motion being put in regard to, respectively, the second readings, the Committee’s report stage and the third readings of the Bills together; and

(b) the consideration of the Bills separately in the Committee of the Whole.

Question - put and passed.
Mr Manzie, pursuant to notice, presented a Bill for an Act to amend the Petroleum Act and a Bill for an Act to amend the Mining Act.

13. AERODROMES AMENDMENT BILL 1997 (Serial 212):
The Minister for Education (Mr Finch), at the request of and on behalf of the Minister for Transport and Works (Mr Coulter), pursuant to notice, presented a Bill for an Act to amend the Aerodromes Act.
Bill read a first time.
Mr Finch moved - That the Bill be now read a second time.
On the motion of the Member for Nhulunbuy (Mr Stirling) debate was adjourned.

14. STATEMENT BY DEPUTY SPEAKER RE MOBILE TELEPHONES: The Deputy Speaker (Mr Setter) made a statement relating to Members bringing mobile telephones into the Chamber. Mr Deputy Speaker advised Members that, while there is no Speaker’s Determination or Standing Order dealing with this matter, it should be a matter of courtesy on the part of Members not to bring mobile telephones into the Chamber.
Personal explanation: The Member for Macdonnell (Mr Bell), pursuant to Standing Order 57, made a personal explanation apologising for the interruption to proceedings due to the ringing of his mobile telephone.

15.MINING AMENDMENT BILL 1997 (Serial 177):
The order of the day having been read for the resumption of the debate on the question - That the Bill be now read a second time -
Debate ensued.
Leave denied: The Member for Wanguri (Mr Bailey) sought leave to move a motion to enable him to present information about a potential radiation hazard at Jabiluka.
Objection being raised - leave denied.
Debate continued.
Question - put and passed.
Bill read a second time.
Leave granted for a motion for the third reading of the Bill to be moved forthwith.
On the motion of the Minister for Mines and Energy (Mr Manzie) the Bill was read a third time and passed to be a proposed law.

16.ASSOCIATIONS INCORPORATION AMENDMENT BILL 1996 (Serial 206):
The order of the day having been read for the resumption of the debate on the question - That the Bill be now read a second time -

Question - put and passed.
Bill read a second time.
Leave denied: The Attorney - General (Mr Burke) sought leave to move a motion in regard to the third reading of the Bill.
Objection being made - leave denied.
The Assembly, according to Order, resolved itself into Committee of the Whole for consideration of the Bill.

Leave granted for a motion for the third reading of the Bill to be moved forthwith.
On the motion of the Attorney-General (Mr Burke) the Bill was read a third time and passed to be a proposed law.
