1. MEETING:
The Assembly met at 10.00 a.m., pursuant to adjournment.
The Speaker, the Honourable T.R. McCarthy, took the Chair.

2. PRAYERS.

3. PETITION:
The Member for Jingili (Mr Setter) presented a petition from 38 petitioners requesting the Assembly to pass legislation to make sodomy a criminal offence.
Petition read.

4. NOTICES:
The following notices were given:
Mr Bailey: To move -That this Assembly, believing that the Public Accounts Committee's will and desire in regard
to an inquiry into State Square should be given due and proper weight:

(1) notes the view of the Minister for Transport and Works that the Public Accounts Committee did not at any stage
contemplate or desire to hold a public inquiry in their own right; and

(2) advises the Public Accounts Committee to resolve the issue by tabling Item 2.1 of the Minutes of the Committee's
8 September 1994 meeting on the next sitting day of the Assembly.

Mr Hatton: To present the Lands Acquisition Amendment Bill (No. 2) 1994 (Serial 37).
Mr Reed : To present the Water Supply and Sewerage Amendment Bill 1994 (Serial 38).
Mr Finch: To present the Northern Territory University Amendment Bill 1994 (Serial 33).
Mr Manzie: To present the Marine Amendment Bill 1994 (Serial 36).
Mr Manzie: To present theTraffic Amendment Act 1994 Amendment Bill 1994 (Serial 48).

5. VISITORS:
The Speaker (Mr McCarthy) drew the attention of Honourable Members to the presence in the gallery of students from
Year 6/7 of Leanyer Primary School and their teacher Mrs Helen Pearce.
On behalf of Honourable Members, the Speaker extended a warm welcome to the visitors.

6. QUESTIONS:

7. PERSONAL EXPLANATION:
The Chief Minister (Mr Perron) , by leave, made a personal explanation relating to questions asked during Question Time regarding advertising
of Aquascene by the Northern Territory Tourist Commission.

8. LEAVE OF ABSENCE:
The Leader of Government Business (Mr Stone) moved - That leave of absence be granted to the Member for Braitling (Mrs Braham) for three sitting days
commencing on and including this day on account of her attending a Commonwealth Parliamentary Conference at Banff, Canada.

9. LOCAL ROAD FUNDING - MINISTERIAL STATEMENT - STATEMENT NOTED:
The Minister for Transport and Works (Mr Manzie) made a Statement relating to the issue of local road funding in the Northern Territory (Paper 179).

10. MATTER OF PUBLIC IMPORTANCE - RECOGNITION OF CONTRIBUTION
BY EX-SERVICEWOMEN:
The Speaker informed the Assembly that the Deputy Leader of the Opposition (Mrs Hickey) had proposed that the following
definite matter of public importance be submitted to the Assembly for discussion this day:

"the need for the Territory and Federal Governments to give recognition to ex-servicewomen's contribution to
this country by providing support to a special reunion in the Northern Territory in June 1995."

And the proposed discussion having received the necessary support: The Speaker called on Mrs Hickey to address the Assembly.
Discussion ensued.
Discussion concluded.

11. TRAFFIC AMENDMENT BILL (No. 2) 1994 (Serial 35):
The Minister for Transport and Works (Mr Manzie), pursuant to notice, presented a Bill for an Act to amend the Traffic Act.
Mr Manzie moved - That the Bill be now read a second time.
On the motion of the Member for Wanguri (Mr Bailey) debate was adjourned.

12. NORTHERN TERRITORY TOURIST COMMISSION AMENDMENT BILL (No. 2) 1994 (Serial 34):
The Minister for Tourism (Mr Coulter), pursuant to notice, presented a Bill for an Act to amend the Northern Territory Tourist Commission Act.
Mr Coulter moved - That the Bill be now read a second time.
On the motion of the Member for Wanguri (Mr Bailey) debate was adjourned.

13. TRAFFIC AMENDMENT ACT 1994 AMENDMENT BILL 1994 (Serial 48):
The Minister for Transport and Works (Mr Manzie), by leave, presented a Bill for an Act amend the Traffic Amendment Act 1994 ,
notice of which was given earlier this day.
Mr Manzie moved - That the Bill be now read a second time.
On the motion of the Member for Wanguri (Mr Bailey) debate was adjourned.

14. NEW PARLIAMENT HOUSE - MOTION OF APPRECIATION:
The order of the day having been read for the resumption of the debate on the following motion:

'Mr Speaker, on this historic inaugural sitting in the Northern Territory's new Parliament House
I move that the following resolutions be agreed to:

1. That this Assembly extends a warm welcome to those Presiding Officers
and representatives of other Parliaments who are present today;

2. That this Assembly expresses its appreciation to the Parliaments, organisations
and individuals who have graciously presented gifts for use and display in the new
Parliament House. The list of these gifts is extensive. Recognising the addition of
this building to the family of Parliaments, the Presiding Officers of the Senate and
the House of Representatives jointly gifted the Chair of the Speaker; the State
Parliaments donated a lectern and the many individual gifts include a Commemorative
Medal marking the first sitting of the Commonwealth Parliament in 1901. It was
donated by long time Territorian, Miss Ellen Kettle.

3. Noting that this building now stands as a permanent display of the craft and construction
skills of Territory workers and construction companies, this Assembly extends its sincere
appreciation to all who were involved in its planning and construction, including the
architects, engineers and designers; the project manager, contracting companies and their
employees; artists and craftsmen; those who advised on all aspects of interior design,
furnishing and decoration; members of the former New Parliament House Site Committee,
past and present members of the Sessional Committee on the New Parliament House,
officers of the Department of Transport and Works and parliamentary and other staff for
their endeavours in providing this most magnificent building for the people of the Northern Territory.

4. That this Assembly acknowledges the debt of gratitude owed by Territorians to former
members of this Assembly and the former Legislative Council and to Territory members of
the Commonwealth Parliament who contributed to the constitutional development of the Northern
Territory, the creation of our first fully elected legislature in 1974, and the grant of the interim
charter towards statehood with the commencement of self-government in 1978.'

16. PERSONAL EXPLANATION:
The Member for Wanguri (Mr Bailey), by leave, made a personal explanation regarding comments which he interpreted as implying
lack of committment by the Opposition in not speaking in the second reading debate on the Environmental Assessment Amendment
Bill 1994 (Serial 26).

17. PERSONAL EXPLANATION:
The Minister for Conservation (Mr Coulter), by leave, made a personal explanation regarding the comments made by the Member for
Wanguri (Mr Bailey) during his personal explanation.
