1. MEETING:
    The Assembly met at 10.00 h. The Speaker, the Honourable L M Braham, took the Chair.

2. PRAYERS.

3. FILMING OF PROCEEDINGS:
    The Speaker advised Honourable Members that permission had been given to Channel 8 to broadcast live or rebroadcast, with sound and vision, and for 8 TOP-FM radio to broadcast live the Leader of the Opposition’s Budget reply.

4. VISITORS:
    The Speaker (Mrs Braham) drew attention to the presence in the gallery of students from the Faculty of Foundation Studies, Certificate IV in Business (Administration) at the Northern Territory University, and their lecturer Mrs Shirlie Richardson.
    On behalf of Honourable Members, the Speaker extended a warm welcome to the visitors.

5. NOTICES:
    The following notices were given:

            That this Assembly –
            (a) condemn the Northern Territory Branch of the Australian Labor Party and the Federal Australian Labor Party for blatantly disregarding the resolution of the Senate on 3 June 1992 regarding the expeditious replacement of senators, in that they have, through incompetence and inability at the Territory branch level and interference at the Federal level, failed to ensure Territorians have full and proper representation in the Senate following the resignation of former Senator Bob Collins; and
            (b) advise the Senate of its concerns relating to the under-representation of the Territory arising from the failure of the ALP to act expeditiously to replace former Senator Collins.
      Mr Stone: To present the Referendums Bill 1998 (Serial 74).

      Member suspended: The Speaker, pursuant to Sessional Order 240A, ordered the Member for Wanguri (Mr Bailey), at 10:11 h, to withdraw from the Chamber for a period of one hour on account of disorderly conduct.

    8. ALTERATION OF ORDER OF BUSINESS:
    The Leader of Government Business (Mr Coulter) moved - That -

      (a) intervening Government Business be postponed until after consideration of Notices No. 5 and No. 7 relating to the Motor Accidents (Compensation) Amendment Bill 1998 (Serial 73) and Gaming Control Amendment Bill 1998 (Serial 70), respectively; and

      (b) consideration of remaining notices be postponed until a later hour.

    9. MOTOR ACCIDENTS (COMPENSATION) AMENDMENT BILL 1998 (Serial 73):
    The Minister for Territory Insurance Office (Mr Manzie), pursuant to notice, presented a Bill for an Act to amend the Motor Accidents (Compensation) Act.

      Mr Manzie moved - That the Bill be now read a second time.
      On the motion of the Member for Nhulunbuy (Mr Stirling) debate was adjourned.
    10. GAMING CONTROL AMENDMENT BILL 1998 (Serial 70):
    The Minister for Racing and Gaming (Mr Adamson), pursuant to notice, presented a Bill for an Act to amend the Gaming Control Act.

      Mr Adamson moved - That the Bill be now read a second time.
      On the motion of the Member for Arafura (Mr Martin) debate was adjourned.

      Extension of time: The Minister for Parks and Wildlife (Mr Baldwin) moved - That so much of Standing Orders be suspended as would prevent the Minister for Health and Family Services (Mr Burke) being granted an extension of time to complete his speech.

    12. PRISONS (CORRECTIONAL SERVICES) AMENDMENT BILL 1998 (Serial 71):
      The Minister for Correctional Services (Mr Poole), pursuant to notice, presented a Bill for an Act to amend the Prisons (Correctional Services) Act.

    13. APPOINTMENT OF COMMISSIONER FOR HEALTH AND COMMUNITY SERVICES COMPLAINTS – MOTION AGREED TO:
      The Minister for Health, Family and Children’s Services (Mr Burke), pursuant to notice, moved –
      That this Assembly, pursuant to section 9(1) of the Health and Community Services Complaints Act, recommend to His Honour the Administrator that he appoint Peter Allen Lyle Boyce to hold the office of Commissioner for Health and Community Services Complaints until 26 March 2000, with effect from 1 June 1998. (Paper 399)
