1. MEETING:
    The Assembly met at 10.00 h. The Speaker, the Honourable T R McCarthy, took the Chair.

2. PRAYERS.

3. MOTION OF CONDOLENCE – MR RAYMOND WILLIAM McHENRY:
    The Chief Minister (Mr Burke), by leave, moved – That this Assembly express its deep regret at the death of Mr Raymond William McHenry, an Official Member of the Legislative Council from 1973 until 1974 and who served the Territory with distinction as a senior administrator in many roles from 1972 to 1990 and place on record its appreciation of his long, meritorious and distinguished service to the people of the Northern Territory and tender its profound sympathy to his family (Paper 1702).
    Debate ensued.

    As a mark of respect Members stood in their places for one minute, in silence.
4. DISTINGUISHED VISITOR:
    The Speaker advised Honourable Members of the presence in the Speaker’s Gallery of the Honourable Nick Dondas, a former Speaker of the Legislative Assembly and a former Northern Territory member of the House of Representatives.
    On behalf of all Members the Speaker extended a warm welcome to the distinguished visitor.
5. VISITORS:
    The Speaker advised Honourable Members of the presence in the public galleries of Year 6 students from Driver Primary School and their teacher Mr Michael Kerrisk.

6. MOTION TO RE-APPOINTMENT OF HEALTH AND COMMUNITY SERVICES COMPLAINTS COMMISSIONER – MOTION AGREED TO:
    The Minister for Territory Health (Mr Dunham), by leave, moved – That this Assembly, pursuant to section 9 of the Health and Community Services Complaints Act, recommend to his Honour the Administrator that he re-appoint Peter Allen Lyle Boyce to hold the Office of Health and Community Services Complaints Commissioner for the Northern Territory for a period of five years, with effect on and from 27 March 2000 (Paper 1703).

7. RESPONSE TO PETITIONS:
    The Clerk in accordance with Standing Order 100A tabled a response to petition No. 29 re permanent Aboriginal Interpreter Service in Darwin and advised of its incorporation in the Hansard for today (Paper 1706).

10. FEBRUARY 2000 AUDITOR-GENERAL’S REPORT TO THE LEGISLATIVE ASSEMBLY – PAPER TABLED – PAPER PRINTED – MOTION TO NOTE REPORT:
    The Speaker (Mr McCarthy) laid on the Table the February 2000 Report of the Auditor-General to the Northern Territory (Paper 1712).
    The Chief Minister (Mr Burke) moved – That the Report be printed.

    Mr Burke moved – That the Assembly take note of the Report and have leave to continue his remarks at a later hour.

11. OMBUDSMAN INVESTIGATION INTO TENDER PROCEDURES BY THE DEPARTMENT OF TRANSPORT AND WORKS IN ALICE SPRINGS – PAPER TABLED:
    The Minister for Transport and Infrastructure Development (Mr Palmer) laid on the Table the Report of the Ombudsman’s into Tender Procedures by the Department of Transport and Works in Alice Springs (Paper 1711).
    Mr Palmer made a statement relating thereto.

12. ECONOMIC ACTIVITY IN BUSINESS COMMUNITY – MINISTERIAL STATEMENT – STATEMENT NOTED:
    The Minister for Industries and Business (Mr Baldwin) made a statement relating to the sustained economic activity within the business community of the Territory (Paper 1713).
    Mr Baldwin moved – That the Assembly take note of the Statement.

13. PERSONAL EXPLANATION – MR SYD STIRLING:
    The Member for Nhulunbuy (Mr Stirling) made a personal explanation, pursuant to Standing Order 57, relating to remarks attributed to him by the Chief Minister earlier this day during question time.

14. MATTER OF PUBLIC IMPORTANCE – ESTUARINE SALT FLATS, SHOAL BAY:
    The Speaker advised the Assembly that the Member for Stuart (Mr Toyne) had proposed the following definite matter of public importance for discussion this day:
      The urgent need for the Minister for Primary Industry to resolve the conflicting land use interests surrounding the estuarine salt flats at Shoal Bay.
    The proposed discussion having received the necessary support –
    The Speaker called upon Mr Toyne to address the Assembly.
    Discussion ensued.
