1. MEETING:
    The Assembly met at 10.00 h, pursuant to resolution of the Assembly, dated Thursday 2 March 2000. The Speaker, the Honourable T R McCarthy, took the Chair.

2. PRAYERS.

3.FILMING IN THE CHAMBER:
    The Speaker advised Members that he had give permission to ABC-TV, Channel 8 and NT News to film, with sound, during the swearing in of the new Member for Port Darwin; and to take file footage without sound during Question Time today.
4 RESIGNATION OF FORMER MEMBER FOR PORT DARWIN:
    The Speaker advised Members that, on 21 February 2000, he accepted the resignation of the former Member for Port Darwin, Honourable Shane Leslie Stone QC.

5. RETURN TO WRIT – PORT DARWIN DIVISION:
    The Clerk produced and tabled the Return to Writ issued by Dr Neil Conn AC, Administrator of the Northern Territory of Australia, on 17 March 2000 for the election of one Member of the Legislative Assembly of the Northern Territory for the Division of Port Darwin to fill the vacancy caused by the resignation of the Honourable Shane Leslie Stone QC (Paper 1765).

    By endorsement on the Writ, dated 16 March 2000, it was certified that Ms Susan Jill Carter had been duly elected on 11 March 2000 as a Member of the Legislative Assembly for the Division of Port Darwin.

6. MEMBER SWORN:
    The Member for Port Darwin, Ms Susan Jill Carter, was admitted to the Chamber, made and subscribed an affirmation of allegiance and of office and was conducted, by her sponsors the Honourable D G Burke and the Honourable Mrs L M Braham, to her place in the Chamber (Paper 1792).
7. MOTION OF CONDOLENCE – VERY REV JAMES FREDERICK MCKAY AC CMG OBE MA BD HON LLD – MOTION AGREED TO:
    The Speaker (Mr McCarthy) advised Honourable Members of the death, on Friday 31 March 2000, of the Very Rev James Frederick McKay AC CMG OBE MA BD Hon LLD.

    The Chief Minister (Mr Burke), by leave, moved – That this Assembly express its deep regret at the death, on Friday 31 March 2000, of the Very Rev James Frederick McKay AC CMG OBE MA BD Hon LLD and place on record its appreciation of this distinguished Australian pioneer who had such an impact on the Northern Territory, and tender its profound sympathy to his wife and four children (Paper 1766).

    The Chief Minister (Mr Burke) addressed the Assembly.
    Debate ensued.
    Question – put and passed.
    Motion agreed to.

    As a mark of respect Members stood in their places for one minute, in silence.

8. MOTION OF CONDOLENCE – MR FREDERICK KEITH MANNERING THOMPSON – MOTION AGREED TO:
    The Speaker (Mr McCarthy) advised Honourable Members of the death, on 2 March 2000 of Mr Frederick Keith Mannering Thompson, former Clerk of the Legislative Assembly from 1977 to 1982.

    The Chief Minister (Mr Burke), by leave, moved – That this Assembly express its deep regret at the death of Mr Frederick Keith Mannering Thompson, former Clerk of the Legislative Assembly from 1977 to 1982, and place on record its appreciation of his long, meritorious and dedicated service to the Northern Territory and tender its profound sympathy to his family (Paper 1767).
    The Chief Minister (Mr Burke) addressed the Assembly.
    Debate ensued.
    Question – put and passed.
    Motion agreed to.

9. MESSAGE FROM THE ADMINISTRATOR:
    The Speaker advised Members that he had received the following Message from His Honour the Administrator:

10. RESPONSE TO PETITIONS:
    The Clerk in accordance with Standing Order 100A tabled responses to the following petitions:

    No. 35 – re employees of Aboriginal and Islander Medical Support Services (Paper 1769);
    No. 37 – re five year-freeze on production of genetically engineered organisms (Paper 1770);

13. COMMITTEE MEMBERSHIP VARIATION – SESSIONAL COMMITTEE ON THE ENVIRONMENT AND LEGAL AND CONSTITUTIONAL AFFAIRS COMMITTEE – MOTION AGREED TO:
    The Leader of Government Business (Mr Palmer), by leave, moved - That –
    Mr S Balch be discharged from further service on the Legal and Constitutional Affairs Committee and that Ms S Carter be appointed in his stead; and

    Mr S Hatton be discharged from further service on the Sessional Committee on the Environment and that Ms S Carter be appointed in his stead.

14. GOVERNMENT ADMINISTRATION BY DEPARTMENT OF CORPORATE AND INFORMATION SERVICES – MINISTERIAL STATEMENT – STATEMENT NOTED:
    The Minister for Corporate and Information Services (Mr Adamson) made a statement relating to the operation of the Department of Corporate and Information Services for the past 18 months (Paper 1789).
    Mr Adamson moved – That the Assembly take note of the statement.

15. MATTER OF PUBLIC IMPORTANCE – COMMERCIAL PASSENGER INDUSTRY:
    The Speaker advised that the Member for Stuart (Mr Toyne) had proposed as a definite matter of public importance for discussion this day:
      The urgent need for the Minister for Transport and Infrastructure Development to resolve the continuing problems of the commercial passenger industry which have resulted from the Government’s deregulation of the industry.
    The proposed discussion having received the necessary support –
    The Speaker called upon Mr Toyne to address the Assembly – Leave granted to Mr Ah Kit to take carriage of the discussion.

    The Order of the Day having been read for the resumption of the debate on the question – That the Bill be now read a second time –

    Leave granted for a motion for the third reading of the Bill to be moved forthwith.
    On the motion of the Treasurer (Mr Reed) the Bill was read a third time and passed to be a proposed law.
