1. MEETING:
The Assembly met at 10.00 a.m., pursuant to adjournment.
The Speaker, the Honourable N.M. Dondas, took the Chair.

4. STATEMENT BY SPEAKER - ANSWERS TO QUESTIONS ASKED RE PROFILE AUSTRALIA'S NORTHERN TERRITORY":
The Speaker made a statement in answer to questions asked by Members of the Opposition during these sittings relating to
the production of the book "Profile Australia's Northern Territory" and his involvement as a Director of the Company,
Sovereign Gold.
The Speaker also answered a written question by the Leader of the Opposition (Mr Ede) relating to the use of the
Northern Territory Coat of Arms in the publication.

restore the right to trial by jury in civil cases.

11. DEVELOPMENT OF PRIMARY INDUSTRIES - MOTION NEGATIVED:
The Leader of the Opposition (Mr Ede) moved - That this Assembly -

(1) recognises the efforts of the Territory's pioneers of economic development;

(2) acknowledges the difficulties under which they have had to operate; and

(3) calls for positive policy initiatives to develop the vast potential of the Territory's
primary industries, thereby providing the Territory with a sustainable base for rapid growth in light
industrial and service industries.

12. OPERATION OF THE CRIMINAL JUSTICE SYSTEM - MOTION NEGATIVED:
The Member for Macdonnell (Mr Bell) moved - That this Assembly expresses its concern at the Government's failure
to respond meaningfully to the Territory community's concern about the operation of the criminal justice system and its
protection of the victims of sexual abuse, notably and predominantly the women of the Territory.

The Member for Victoria River (Mr Cartwright) moved - That this Assembly calls for positive policy initiatives to:

(1) increase the level of home ownership by Territorians; and

(2) provide high quality and efficient public housing services for those with special needs or
unable to afford private housing.

17. MOTOR VEHICLES AMENDMENT BILL 1993 (Serial 300); and TRAFFIC AMENDMENT BILL (No. 2) 1993 (Serial 299):
Suspension of Standing Orders - Take two Bills together: The Minister for Transport and Works (Mr Manzie) moved - That so
much of Standing Orders be suspended as would prevent two Bills, namely the Motor Vehicles Amendment Bill 1993 (Serial
300) and the Traffic Amendment Bill (No. 2) 1993 (Serial 299) -

(a) being presented and read a first time together and one motion being put in regard to, respectively,
the second readings, the Committee's report stage, and the third readings of the Bills together; and

(b) the consideration of the Bills separately in the Committee of the Whole.

Question - put and passed - there being an absolute majority of the whole number of Members present and no
dissentient voice.
