    The Assembly met at 10.00 h. The Speaker, the Honourable L M Braham, took the Chair.

5. EFFECTS OF MANDATORY SENTENCING – MINISTERIAL STATEMENT –STATEMENT NOTED:
The Chief Minister (Mr Stone) made a statement on the effects of mandatory sentencing in the Northern Territory (Paper 329).

8. SUMMARY OFFENCES AMENDMENT BILL 1998 (Serial 56):
    The Attorney-General (Mr Stone), pursuant to notice, presented a Bill for an Act to amend the Summary Offences Act.

    Mr Stone moved - That the Bill be now read a second time.
    On the motion of the Member for Nhulunbuy (Mr Stirling) debate was adjourned.

9. POWER AND WATER AUTHORITY AMENDMENT BILL 1998 (Serial 63):
    The Minister for Essential Services (Mr Poole), pursuant to notice, presented a Bill for an Act to amend the Power and Water Authority Act.
    Bill read a first time.
    Mr Poole moved - That the Bill be now read a second time.
    On the motion of the Member for Arnhem (Mr Ah Kit) debate was adjourned.

10. KAVA MANAGEMENT BILL 1998 (Serial 64) and POLICE ADMINISTRATION AMENDMENT BILL 1998 (Serial 65):
    Suspension of Standing Orders - Take two Bills together: The Minister for Health, Family and Children's Services (Mr Burke) moved - That so much of Standing Orders be suspended as would prevent two Bills, namely the Kava Management Bill 1998 (Serial 64) and the Police Administration Amendment Bill 1998 (Serial 65) -
    (a) being presented and read a first time together and one motion being put in regard to, respectively, the second readings, the Committee's report stage, and the third readings of the Bills together; and
    (b) the consideration of the Bills separately in the Committee of the Whole.
    Question - put and passed - there being an absolute majority of the whole number of Members present and no dissentient voice.

    The Minister for Health, Family and Children's Services (Mr Burke), pursuant to notice, presented a Bill for an Act to prohibit and regulate the cultivation, manufacture, production, possession and supply of kava, and for related purposes and a Bill for an Act to amend the Police Administration Act consequential on the passing of the Kava Management Act 1998.
    Bills read a first time.
    Mr Burke moved - That the Bills be now read a second time.
    On the motion of the Member for Arafura (Mr Rioli) debate was adjourned.

11. HOUSING AMENDMENT BILL 1998 (Serial 49):
    The Order of the Day having been read for the resumption of debate on the question – That the Bill be now read a second time -
    Debate ensued.
    Question put and passed.
    Bill read a second time.
    Leave granted for a motion for the third reading of the Bill to be moved forthwith.
    On the motion of the Minister for Lands, Housing and the Environment (Mr Baldwin), the Bill was read a third time and passed to be a proposed law.

    The Minister for Education and Training (Mr Adamson) moved – That the Assembly do now adjourn.
