1. MEETING:
The Assembly met at 10.00 a.m., pursuant to resolution of the Assembly, dated Thursday 19 September 1996. The Speaker, the Honourable T.R. McCarthy, took the Chair.

2. PRAYERS.

3. FILMING IN THE CHAMBER:
    The Speaker advised Members that, approval had been given to ABC Television, Channel 8 and Imparja to film, with sound, in the Chamber today during the swearing-in of the Member for Stuart and take film to update file footage, without sound, during Question Time.

4. RESIGNATION OF THE FORMER MEMBER FOR STUART:
    The Speaker advised Members that on Friday 23 August 1996, he had received the resignation of the former Member for Stuart, Mr Brian Richard Ede, submitted to him by letter, pursuant to section 18 of the Northern Territory (Self-Government) Act 1978 (Paper 2688).

5. RETURN TO WRIT - STUART DIVISION:
    The Clerk produced and tabled the Return to Writ issued by the Honourable Keith John Austin Asche, AC, the Administrator of the Northern Territory, on 9 September 1996 for the election of one Member of the Legislative Assembly for the Northern Territory for the electoral division of Stuart on 28 September 1996, certifying the election of Peter Howard Toyne (Paper 2690).
    By endorsement on the Writ dated 2nd October 1996, it was certified that Peter Howard Toyne had been elected.

6. MEMBER SWORN:
    The Member for Stuart, Mr Peter Howard Toyne, was admitted to the Chamber, made and subscribed oaths of allegiance and of office, and was conducted to his place (Paper 2689).

7. QUESTIONS:
    A question was asked of a Minister.

8. LEADERS’ FORUM, MELBOURNE, 27 SEPTEMBER 1996 - MINISTERIAL STATEMENT - STATEMENT NOTED:
    The Chief Minister (Mr Stone) made a statement relating to the Leaders’ Forum Meeting of Premiers and Chief Ministers which was held in Melbourne on 27 September 1996 (Paper 2692).
      Paper tabled: Mr Stone laid on the Table the following Paper -

9. MINISTERIAL STATEMENT - COPYRIGHT OVER LEGISLATION AND ASSOCIATED MATERIALS - MOTION TO NOTE STATEMENT:
    The Attorney-General (Mr Burke) made a statement relating to the policy to be adopted by the Government in respect of copyright over legislation and associated materials where that copyright vests in the Northern Territory (Paper 2693).
      Paper tabled: Mr Burke laid on the Table the following Paper -

      Copyright Policy (Paper 2715).

      Mr Burke moved - that the Assembly take note of the Statement.
      On the motion of the Member for Macdonnell (Mr Bell) debate was adjourned.

10. MATTER OF PUBLIC IMPORTANCE - CHILD CARE CUTS:
    The Speaker informed the Assembly that the Deputy Leader of the Opposition (Mr Bailey) had proposed the following definite matter of public importance be submitted to the Assembly for discussion this day -
      “the serious difficulties facing working parents of the Northern Territory as a result of the cuts and changes to community based child care announced by the Federal Coalition Government in the August federal budget.”

      The proposed discussion having received the necessary support -
      The Speaker called on Mr Bailey to address the Assembly.

11. TERRITORY PARKS AND WILDLIFE CONSERVATION AMENDMENT BILL 1996 (Serial 173):
    The order of the day having been read for the resumption of the debate on the question - That the Bill be now read a second time -

    The Assembly, according to Order, resolved itself into Committee of the Whole for the consideration of the Bill.

    On the motion of the Minister for Parks and Wildlife (Mr Hatton) the following amendment was agreed to, after debate -
      Insert after clause 2 the following:

      “3. APPOINTMENT OF CONSERVATION OFFICER, &c.

      “Section 92 of the Principal Act is amended by inserting after subsection (2) the following:
          ‘(3) Notwithstanding subsections (1) and (2), the Minister may, subject to such terms and conditions as the Minister thinks fit, appoint a person to be an honorary conservation officer.’.”.
Bill, as amended, agreed to.
