1. MEETING:
The Assembly met at 10.00 a.m., pursuant to resolution of the Assembly dated 4 March 1993. The Speaker, the Honourable
N.M. Dondas, took the Chair.

2. PRAYERS.

3. ADMINISTRATIVE ARRANGEMENTS - MINISTRY - STATEMENT:
The Chief Minister (Mr Perron) informed the Assembly that His Honour the Administrator had appointed the Honourable Daryl
Manzie as Attorney-General with effect from 13 April 1993.

4. NOTICES:
The following notices were given:
Mr Poole: To present the Prisons (Correctional Services) Amendment Bill 1993 (Serial 230).
Mr Poole: To present the Juvenile Justice Amendment Bill 1993 (Serial 231).
Mr Ortmann: To present the Traffic Amendment Bill 1993 (Serial 229).

5. LEAVE OF ABSENCE:
The Leader of Government Business (Mr Setter) moved - That leave of absence be granted to the Member for Braitling
(Mr Vale) for this week's sittings on account of parliamentary business overseas.
Question - put and passed.

6. DISTINGUISHED VISITOR - HON. NORM PETERSON, M.P.:
The Speaker drew the attention of Honourable Members to the presence in the gallery of the Hon. Norm Peterson, M.P.,
Speaker of the House of Assembly of South Australia and Australian Regional Representative of the Commonwealth
Parliamentary Association.
On behalf of Members, the Speaker extended a warm welcome to the distinguished visitor.

7. DISTINGUISHED VISITORS - MR TOM FINK; A DELEGATION OF VISITORS FROM ALASKA:
The Speaker drew the attention of Honourable Members to the presence in the gallery of Mr Tom Fink, Mayor of Anchorage,
Alaska and a delegation of visitors from Anchorage accompanied by Mrs Chris Tilley, Deputy Lord Mayor of
Darwin.
On behalf of Members the Speaker extended a warm welcome to the distinguished visitors.

8. QUESTIONS:
Questions were asked of Ministers.

Distinguished visitors: Government Officials from the Philippines:
The Speaker drew the attention of Honourable Members to the presence in the gallery of a group of Government Officials
from the Philippines who are currently undertaking studies at the Northern Territory University.
On behalf of Members, the Speaker extended a warm welcome to the distinguished visitors.

9. DEATH OF FORMER MEMBER, MS ELIZABETH ANDREW-OATES:
The Speaker announced the death, on 12 April 1993, of Ms Elizabeth Andrew-Oates, former Member of the Northern
Territory Legislative Assembly.

10. CONDOLENCE - MS ELIZABETH ANDREW-OATES:
The Chief Minister (Mr Perron), by leave, moved - That this Assembly expresses its deep regret at the death, on 12 April
1993, of Elizabeth Andrew-Oates, Member for the Electorate of Sanderson in the Northern Territory Legislative Assembly
from 19 October 1974 to 12 August 1977 and places on record its appreciation of her distinguished service to the
Legislative Assembly and to the Northern Territory; and tenders its profound sympathy to her husband, Patrick, and
children.
Debate ensued.

11. SUPPLEMENTARY ANSWER:
The Minister for Transport and Works (Mr Ortmann) gave a supplementary answer to a question asked by the Member for
Millner (Mr Parish) during Question Time this day.

12. PERSONAL EXPLANATION:
The Member for Nhulunbuy (Mr Stirling), pursuant to Standing Order 57, made a personal explanation relating to comments
made by the Minister for Transport and Works (Mr Ortmann) during Question Time this day.

13. CONFIRMATION OF TITLES TO LAND (REQUEST) BILL 1993 (Serial 223):
The order of the day having been read for the resumption of the debate on the question - That the Bill be now read a

Point of Order: The Member for Macdonnell (Mr Bell) raised as a point of order, that there was a dissentient voice to
the granting of leave for moving the motion for the third reading of the Bill forthwith.
Ruling of Speaker: The Speaker advised that there had been adequate time given for Members to voice dissent to leave
being granted and ruled that there was no point of order.
Dissent from Speaker's ruling: Mr Bell moved - That the ruling of the Speaker be dissented from and, pursuant to
Standing Order 82, submitted his motion of dissent in writing. The Leader of the Opposition (Mr Ede) seconded the
motion.
Debate ensued.

14. ALTERATION OF ORDER OF BUSINESS:
The Leader of Government Business (Mr Setter) moved - That Government Business Order of the Day No. 2 relating to the
Superannuation Guarantee (Safety Net) Bill 1993 (Serial 217) be postponed until a later hour.

On the motion of the Minister for Conservation (Mr Manzie) the Bill was read a third time and passed to be a proposed
law.

16. COMMONWEALTH DAY MESSAGE - PAPER TABLED:
The Speaker laid on the Table a copy of Her Majesty the Queen's Commonwealth Day Message, dated 8 March 1993.
