1. MEETING:
The Assembly met at 10.00 a.m., pursuant to adjournment. The Speaker, the Honourable N.M. Dondas, took the Chair.

3. LEAVE OF ABSENCE:
The Leader of Government Business (Mr Setter) moved - That leave of absence be granted this morning to the Treasurer
and Minister for Tourism, the Honourable Barry Coulter, MLA, on official business.
Question - put and passed.

4. QUESTIONS:
Questions were asked of Ministers.
A supplementary answer was given by the Minister for Transport and Works (Mr Ortmann) to a question asked by the
Member for Karama (Mr Palmer) on Wednesday 3 March 1993.
A supplementary answer was given by the Attorney-General Mr Stone) to a question asked by the Deputy Leader of the
Opposition (Mr Bailey) on Wednesday 24 February 1993.

5. PUBLIC ACCOUNTS COMMITTEE - VARIATION OF MEMBERSHIP:
The Leader of Government Business (Mr Setter), by leave, moved - That the Minister for Correctional Services
(Mr Poole) be discharged from further attendance on the Public Accounts Committee and the Member for Braitling
(Mr Vale) be appointed as a Member of the Committee in his stead.
Question - put and passed.

6. SPECIAL ADJOURNMENT:
The Leader of Government Business (Mr Setter) moved - That the Assembly at its rising adjourn until Tuesday 18 May 1993
at 10.00 a.m. or such other time and/or date as may be set by Mr Speaker, pursuant to Sessional Order.

7. ROAD SAFETY STRATEGY TO YEAR 2001 - PAPER TABLED - PAPER AND STATEMENT NOTED:
The Minister for Transport and Works (Mr Ortmann) laid on the Table a Strategy for Meeting the Road Safety Challenge to
2001.
Mr Ortmann made a statement relating thereto.
Mr Ortmann moved - That the Assembly take note of the Paper and Statement.

8. DEVELOPMENTS IN THE TERRITORY FISHING INDUSTRY - MINISTERIAL STATEMENT - STATEMENT NOTED:
The Minister for Primary Industry and Fisheries (Mr Reed) made a statement relating to developments in the Northern
Territory Fishing Industry in recent years and challenges to be met in the future.
Mr Reed moved - That the Assembly take note of the Statement.

An Open Letter to Fishermen from Hon. M.A. Reed, MLA, Minister for Primary Industries and Fisheries.

9. CONTINUITY AND CHANGE IN EDUCATION - PAPER TABLED - MOTION TO NOTE PAPER:
The Minister for Education (Mr Finch) laid on the Table a Paper entitled "Continuity and Change", an Education
Advisory Council Review of Secondary Education in the Northern Territory, dated October 1992.
Mr Finch moved - That the Assembly take note of the Paper.
On the motion of the Deputy Leader of the Opposition (Mr Bailey) debate was adjourned.

10. THE MERITS OR OTHERWISE OF BRINGING AN N.T. CONSTITUTION INTO FORCE BEFORE STATEHOOD, DISCUSSION PAPER No.5 - SESSIONAL COMMITTEE ON CONSTITUTIONAL DEVELOPMENT - PAPER TABLED - PAPER PRINTED - MOTION TO NOTE PAPER:
The Chairman of the Sessional Committee on Constitutional Development (Mr Hatton) laid on the Table a Discussion Paper
No. 5 entitled "The Merits or Otherwise of Bringing an N.T. Constitution into Force before Statehood", dated March 1993.
Mr Hatton moved - That the Paper be printed.

11. NITMILUK (KATHERINE GORGE) NATIONAL PARK, PLAN OF MANAGEMENT - PAPER TABLED - MOTION TO NOTE PAPER:
The Minister for Conservation (Mr Manzie) laid on the Table the Plan of Management for Nitmiluk (Katherine Gorge)
National Park.
Mr Manzie moved - That the Assembly take note of the Paper.
On the motion of the Deputy Leader of the Opposition (Mr Bailey) debate was adjourned.

The Leader of Government Business (Mr Setter), by leave, moved - That the following Government Business, Orders of
