1. MEETING:
      The Assembly met at 10.00 h. The Speaker, the Honourable T. R. McCarthy, took the Chair.

2. PRAYERS.

3. VISITORS:
      The Speaker advised Members of the presence in the Speaker’s Gallery of Mrs Eleanor Graves, niece of the late Deric Thompson, former Clerk of the first Legislative Council.
      On behalf of all Members the Speaker extended a warm welcome to the visitor.

      The Speaker advised members of the presence in the public galleries of students from Bakewell Primary School accompanied by their teacher Mr Mark Monaghan and Malak Primary School students accompanied by their teacher Ms Deanna Palmer.
      On behalf of all Members the Speaker extended a warm welcome to the visitors.
4. CONDOLENCE – DERIC R M THOMPSON – MOTION AGREED TO:
      The Speaker, Honourable T R McCarthy, advised Members of the death on 27 October 2000 of Mr Deric Robert Mannering Thompson, first Clerk of the Legislative Council from 13 February 1948 and until 31 December 1959.
      The Treasurer (Mr Reed), by leave, moved – That the Assembly express its deep regret at the death of Deric Robert Mannering Thompson, Clerk of the Legislative Council from 13 February 1948 to 31 December 1959, and place on record its appreciation of his long, meritorious and dedicated service to the Northern Territory and tender its profound sympathy to his family (Paper 2205).
      Mr Reed thereupon addressed the Assembly.

5. PETITIONS:
      The Member for Fannie Bay (Ms Martin) presented petition No. 56, from (39 petitioners) requesting the Assembly to repeal the Mandatory Sentencing legislation (Paper 2206); and, by leave, presented petition No. 57, from (5572 petitioners) relating to the repeal of Mandatory Sentencing legislation (Paper 2216).

      The Member for Stuart (Dr Toyne) presented petition No. 58 from (3321 petitioners) requesting the Assembly take action to prevent the spread of the cane toads into the Territory (Paper 2207).

9. ABORIGINAL LIAISON AND COMMUNITY DEVELOPMENT – MINISTERIAL STATEMENT – STATEMENT NOTED:
      The Minister for Resource Development (Mr Manzie) made a statement relating to initiatives undertaken by the government in areas of Aboriginal liaison and community services (Paper 2208).
      Paper tabled: Mr Manzie laid on the Table the following Paper –
Aboriginal Mining Enterprise Task Force, building relationships to stimulate new thinking and innovative industry (Paper 2213).

      Mr Manzie moved – That the Assembly take note of the statement.

10. DISCUSSION OF MATTER OF PUBLIC IMPORTANCE – CHRONIC DISEASES AMONGST INDIGENOUS TERRITORIANS:
      The Speaker advised that the Member for Wanguri (Mr Henderson) had proposed as a definite matter of public importance for discussion this day:
          The continuing escalation in the incidence of chronic disease amongst Territorians, and the failure of the Northern Territory Government to:

          (a) fully implemented the chronic disease strategy announced by the Minister for Health in this Assembly in August 1999; and
          (b) provide appropriate and adequate support to initiatives being taken by individual communities.
      The proposed discussion having received the necessary support –
      The Speaker thereupon called Mr Henderson to address the Assembly.

11. STATUTE LAW REVISION BILL (No. 2) 2000 (Serial 285):
      The Leader of Government Business (Mr Palmer), on behalf of and at the request of the Chief Minister (Mr Burke), pursuant to notice, presented a Bill for an Act to revise and correct the law of the Territory in minor respects.
      Bill read a first time.
      Mr Reed moved – That the Bill be now read a second time.
      Debate ensued.
      On the motion of the Member for Nhulunbuy (Mr Stirling) debate was adjourned.

11. WEEDS MANAGEMENT BILL 2000 (Serial 284):
      The Minister for Primary Industry and Fisheries (Mr Palmer), pursuant to notice, presented a Bill for an Act to protect the Territory’s economy, community, industry and environment from the adverse impact of weeds.
      Bill read a first time.
      Mr Palmer moved – That the Bill be now read a second time.
      Debate ensued.

12. ORDER OF BUSINESS:
      The Leader of Government Business (Mr Palmer) moved – That Government Business, Orders of the Day No. 5, relating to the Treasurer’s Annual Financial Report 1999/2000 be postponed until after consideration of Orders of the Day, Numbered 1 to 4, 6 and 7.

13. FIREARMS AMENDMENT BILL (No. 2) 2000 (Serial 272):

      The Bill was amended, as follows:

      In Clause 4:
      Omit from paragraph (f) all words after 'device' and substitute 'means –

          (a) a rifle or shotgun action; or

          (b) a pistol or revolver frame.'.
      In Clause 24, insert in proposed subsection (3) ', other than the holder of a firearms dealer licence,' after 'person'.
