    Personal explanation: The Member for Macdonnell (Mr Bell), by leave, made a personal explanation relating to comments made by the Chief Minister (Mr Stone) in respect of actions commenced in the Supreme Court by the Minister for Education and Training (Mr Finch).

    Proposed allocations to Activities within the Office of the Commissioner for Public Employment agreed to, after debate.
    Proposed allocations to Activities within the Department of Correctional Services agreed to, after debate.
    Proposed allocation to the Activity within the Department of Sport and Recreation agreed to, after debate.
    Proposed allocation to the Activity within the Work Health Authority agreed to, after debate.
    Proposed allocation to the Activity within the Liquor Commission agreed to, after debate.

16. OUR TERRITORY - THE FUTURE - MINISTERIAL STATEMENT - MOTION TO NOTE STATEMENT:
    The Chief Minister (Mr Stone), by leave, made a Statement relating to the future of the Northern Territory under his leadership (Paper 1865).
      Mr Stone moved - That the Assembly take note of the Statement.

17. LOCAL GOVERNMENT AMENDMENT BILL (No. 2) 1995 (Serial 90):
    The Minister for Lands, Housing and Local Government (Mr Hatton), by leave, presented a Bill for an Act to amend the Local GovernmentAct.

      Mr Hatton moved - That the Bill be now read a second time.
      On the motion of the Member for Wanguri (Mr Bailey) debate was adjourned.

18. PETROLEUM (SUBMERGED LANDS) AMENDMENT BILL 1995 (Serial 88):
    The Treasurer (Mr Coulter), at the request of and on behalf of the Minister for Mines and Energy (Mr Reed), by leave, presented a Bill for an Act to amend the Petroleum (Submerged Lands) Act.
      Bill read a first time.
      Mr Coulter moved - That the Bill be now read a second time.

19. ASSOCIATIONS INCORPORATION AMENDMENT BILL 1995 (Serial 91):
    The Attorney-General (Mr Finch), by leave, presented a Bill for an Act to amend the Associations Incorporation Act.
      Bill read a first time.
      Mr Finch moved - That the Bill be now read a second time.
      On the motion of the Member for Macdonnell (Mr Bell) debate was adjourned.

20. PETITIONS:
    The Member for Barkly (Mrs Hickey), by leave, presented a petition from 138 petitioners requesting the Assembly to make representations to Imparja Television with a view to having the Channel 10 television service made available to Tennant Creek residents and meeting the associated costs of setting up this service (Paper 1873).
      Petition read.
    The Member for Macdonnell (Mr Bell), by leave, presented a petition from 244 petitioners requesting the Assembly to provide funding for the repair and maintenance of the causeway across the Todd River at Heavitree Gap, in order that businesses in Palm Circuit would not be adversely affected by flooding (Paper 1874).
      Petition read.

21. NUCLEAR TESTING IN THE SOUTH PACIFIC BY FRANCE - MOTION , AS AMENDED, AGREED TO:
    The Chief Minister (Mr Stone) moved - That this Assembly:
    While maintaining full support for the continued export of uranium from the Northern Territory to France for peaceful purposes, condemns renewed nuclear testing in the South Pacific by the Government of France, and requests the Australian Government:
      • in line with Article IV of the 1981 bilateral Agreement between the Government of Australia and the Government of the French Republic, concerning nuclear transfers between Australia and France;
      • seek forthwith, under Article XI of that Agreement, assurance of effective implementation of the Agreement; and, in particular
      • request a formal statement from the International Atomic Energy Agency, that it has not detected the diversion of nuclear material subject to the Agreement, from peaceful nuclear activities, to the manufacture of nuclear weapons, or of other nuclear explosive devices, or for purposes unknown, in the terms of the letter, from the Secretary General of the Ministry of Foreign Affairs of the Government of the French Republic to the Australian Ambassador to France of 7 January 1981.
      Debate ensued.
    The Leader of the Opposition (Mr Ede) moved the following amendments together, by leave -
      Omit the words “in the South Pacific”;

      Insert after the words “Australian Government” the words “to provide assurances”;

      Omit the words “seek forthwith” and insert the word “and” prior to the words “under Article XI”;

      Omit the words “Request a formal statement from the International Atomic Energy Agency”; and

      Insert after “January 1981” the words:
        “and resolves to;
          1. cease refuelling all French non-humanitarian military purpose flights and ships;
          2. urge the Federal and other State and Territory Governments to enact similar laws, and
          3. forward the contents of this resolution to the Federal, State and Territory Governments and to the French Government.”
      Debate ensued.
    On the motion of the Leader of Government Business (Mr Coulter) debate was adjourned until a later hour.

22. CONSTITUTIONAL RECOGNITION OF LOCAL GOVERNMENT - SESSIONAL COMMITTEE ON CONSTITUTIONAL DEVELOPMENT - PAPER TABLED -PAPER PRINTED - MOTION TO NOTE PAPER:
    The Chairman of the Sessional Committee on Constitutional Development (Mr Hatton) laid on the Table, Discussion Paper No. 9, Constitutional Recognition of Local Government (Paper 1866).
      Mr Hatton moved - That the Paper be printed.
      Question - put and passed.
      Mr Hatton moved - That the Assembly take note of the Paper.

23. A NEW CONSTITUTION FOR THE NORTHERN TERRITORY - SESSIONAL COMMITTEE ON CONSTITUTIONAL DEVELOPMENT - PAPER TABLED - PAPER PRINTED - MOTION TO NOTE PAPER:
    The Chairman of the Sessional Committee on Constitutional Development (Mr Hatton) laid on the Table Exposure Draft - Parts 1 - 7: A new Constitution for the Northern Territory, dated June 1995 (Paper 1867).
      Mr Hatton moved - That the Paper be printed.
      Question - put and passed.
      Mr Hatton moved - That the Assembly take note of the Paper.

24. ORDER OF BUSINESS:
    The Leader of Government Business (Mr Coulter) moved - That Government Business, Order of the Day, relating to the motion concerning Nuclear Testing in the South Pacific by France be called on forthwith.

25. NUCLEAR TESTING IN THE SOUTH PACIFIC BY FRANCE - MOTION, AS AMENDED, AGREED TO:
    The order of the day having been read for the resumption of debate on the motion moved by the Chief Minister (Mr Stone) and the amendments moved thereto by the Leader of the Opposition (Mr Ede) earlier this day (see entry 21)-

      Paper Tabled: The Chief Minister (Mr Stone) laid on the Table the following Papers -
      • Draft motion, Nuclear Testing in the South Pacific by France, as presented by the Chief Minister (Mr Stone) (Paper 1868); and
      • Schedule of amendments to motion, Nuclear Testing in the South Pacific by France, proposed by the Leader of the Opposition (Mr Ede) (Paper 1869).

    Question - That the amendments proposed by the Leader of the Opposition (Mr Ede) be agreed to -put and passed.
