1. MEETING:
      The Assembly met at 10.00 h. The Speaker, the Honourable L M Braham, took the Chair.

2. PRAYERS.

3. VISITORS:
      The Speaker (Mrs Braham) drew attention to the presence in the gallery of students of Intensive English, Kormilda College accompanied by their teachers Mr Paul Tolliday and Ms Lorraine Donfeld.
      On behalf of Honourable Members, the Speaker extended a warm welcome to the visitors.

      The Chairman of the Public Accounts Committee (Mr Dunham) laid on the Table the Annual Report (No. 32) of the Public Accounts Committee for the Year ended 30 June 1998 (Paper 825).
      Mr Dunham moved – That the Report be printed.

      Mr Dunham moved – That the Assembly take note of the Report.

      8. NORTHERN TERRITORY TOURISM – MINISTERIAL STATEMENT – STATEMENT NOTED:
      The Minister for Tourism (Mr Stone) made a statement relating to the growth in tourism in the Northern Territory. (Paper 827).

11. REFORMS TO THE LAW OF PROPERTY – DRAFT LAND TITLE BILL 1998 – NORTHERN TERRITORY LAW REFORM COMMITTEE, REPORT ON THE LAW OF PROPERTY - MINISTERIAL STATEMENT – MOTION TO NOTE STATEMENT:
      The Chief Minister (Mr Stone) made a statement on the status of the law of property in the Northern Territory (Paper ).

      Suspension of Standing Orders - Take three Bills together:
      The Attorney-General (Mr Stone) moved - That so much of Standing Orders be suspended as would prevent three Bills, namely the Sentencing Amendment Bill (No. 3) 1998 (Serial 132); Criminal Code Amendment Bill (No. 5) 1998 (Serial 133); and Juvenile Justice Amendment Bill (No. 3) 1998 (Serial 134) -
      (a) being presented and read a first time together and one motion being put in regard to, respectively, the second readings, the Committee's report stage, and the third readings of the Bills together; and
      (b) the consideration of the Bills separately in the Committee of the Whole.
      Question - put and passed - there being an absolute majority of the whole number of Members present and no dissentient voice.
      Mr Stone, pursuant to notice, presented a Bill for an Act to amend the Sentencing Act; a Bill for an Act to amend the Criminal Code; and a Bill for an Act to amend the Juvenile Justice Act.

14. JUVENILE JUSTICE AMENDMENT (No. 4) 1998 (Serial 135); and CRIMES (VICTIMS ASSISTANCE) AMENDMENT BILL 1998 (Serial 136):
      Suspension of Standing Orders - Take two Bills together:
      The Minister for Parks and Wildlife (Mr Baldwin), on behalf of and at the request of the Minister for Correctional Services (Mr Poole), moved - That so much of Standing Orders be suspended as would prevent two Bills, namely the Juvenile Justice Amendment (No. 4) 1998 (Serial 135); and Crimes (Victims Assistance) Amendment Bill 1998 (Serial 136) -
      (a) being presented and read a first time together and one motion being put in regard to, respectively, the second readings, the Committee's report stage, and the third readings of the Bills together; and
      (b) the consideration of the Bills separately in the Committee of the Whole.
