1. MEETING:
      The Assembly met at 10.00 h. The Speaker, the Honourable T. R. McCarthy, took the Chair.

2. PRAYERS.

3. VISITORS:
      The Speaker advised Members of the presence in the public galleries of Jingili Primary School, Year 6/7students accompanied by Ms Trish Joy, Ms Melissa Mias and Ms Sue Mihailou.
      On behalf of all Members the Speaker extended a warm welcome.
4. BROADCAST OF PROCEEDINGS:
      The Speaker advised that he had given permission to ABC TV to broadcast live with sound and vision and TOP FM to broadcast the Opposition’s Budget Reply.

5. DISTINGUISHED VISITORS:
      The Speaker advised the Assembly of special guests in the Speaker’s Gallery, Mrs Irene Vale, daughters Katie and Mandy; and Mr Chris Raeburn.
      On behalf of all Members the Speaker extended a warm welcome.

6. CONDOLENCE - HONOURABLE R W S VALE – MOTION AGREED TO:
      The Speaker advised Members of the death of the Honourable R W S Vale.
      The Chief Minister (Mr Burke), by leave, moved - That this Assembly express its deep regret at the death of the Honourable Roger William Stanley Vale, former member 1974 to 1994, Speaker of the Assembly 1986 to 1989; and Minister 1989 to 1992; and place on record its appreciation of his long and dedicated service to the Northern Territory and tender its profound sympathy to his family.

      The Chief Minister (Mr Burke) thereupon addressed the Assembly.
      Debate ensued.
      Question – put and passed.
      Motion agreed to.

      As a mark of respect Members stood in their places for one minute, in silence.

8. BROADCAST OF PROCEEDINGS - STATEMENT BY SPEAKER
      The Speaker advised that he had given permission for the Northern Territory News to take photographs during the response to the Budget by the Leader of the Opposition.
9. APPROPRIATION BILL 2001-2002 (Serial 308):
      The Order of the Day having been read for resumption of debate on the question – That the Bill be now read a second time -
      The Leader of the Opposition (Ms Martin) presented her response to the Budget.
      Debate continued.
      Suspension of sittings: The sitting was suspended between 11:53 h and 14:30 h.

      Notices: The following notices, by leave, were given:
      Mr Burke: To present the Domestic Violence Amendment Bill 2001 (Serial 320), on Tuesday 5th June 2001.
      Mr Burke: To present the Bail Amendment Bill 2001 (Serial 321), on Tuesday 5th June 2001.
      Debate resumed.
      The Member for Nhulunbuy (Mr Stirling) having been warned for his disorderly conduct and continuing to ignore the request of the Chair to desist from disorderly interjection -
      Member suspended: The Deputy Speaker (Mr Mitchell), pursuant to Standing Order 240A, ordered the Member for Nhulunbuy (Mr Stirling) at 15:08h to withdraw from the Chamber for a period of one hour on account of disorderly conduct.
      Mr Stirling accordingly withdrew.
      Debate continued.
      Quorum: The Member for Barkly (Mrs Hickey), pursuant to Standing Order 36, drew the attention of the Speaker to the lack of a quorum of Members.
      The Bells having been rung and a quorum being present, pursuant to Standing Order 36 –

      Debate continued.
      Suspension of Standing Orders: The Member for Jingili (Mr Balch) moved – That so much of Standing Orders be suspended as would prevent Mr Baldwin from completing his response to the Appropriation Bill 2001-2002.
      Question put and passed – There being an absolute majority of the whole number of Members present and no dissentient voice.

      Debate continued.
      Suspension of Standing Orders: The Leader of Government Business (Mr Palmer) moved – That so much of Standing Orders be suspended as would prevent Mr Elferink from completing his response to the Appropriation Bill 2001-2002.
      Question put and passed – There being an absolute majority of the whole number of Members present and no dissentient voice.

      Debate continued.
      On the motion of the Member for Jingili (Mr Balch) debate was adjourned.
10. ADJOURNMENT:
      The Leader of Government Business (Mr Palmer) moved – That the Assembly do now adjourn.
      Debate ensued.

      The Assembly adjourned at 19:53 h until Thursday 31 May 2001 at 10:00 h.
