1. MEETING:
    The Assembly met at 10:00 h, pursuant to adjournment. The Speaker, the Honourable L M Braham, took the Chair.

    The Chief Minister (Mr Stone) laid on the Table the Report pursuant to Section 14 of the Rights of the Terminally Ill Act 1995 (Paper 78).
    Mr Stone moved - That the Assembly take note of the Paper.
    Ordered - That the debate be adjourned and that Mr Stone have leave to continue his remarks at a later hour.

6. REVIEW OF THE ABORIGINAL LAND RIGHTS (NORTHERN TERRITORY) ACT 1976 - MINISTERIAL STATEMENT - STATEMENT NOTED:
    The Chief Minister (Mr Stone) made a Statement relating to the current review of the Aboriginal Land Rights (Northern Territory) Act 1976 (Paper 79).
    Mr Stone moved - That the Assembly take note of the statement.
    Debate ensued.

7. THE HEALTH CHALLENGE - MINISTERIAL STATEMENT - STATEMENT - NOTED:
    The Minister for Health, Family and Children’s Services (Mr Burke) made a statement relating to the state of health care in the Northern Territory (Paper 87).
    Mr Burke moved - That the Assembly take note of the Statement.

8. SENTENCING AMENDMENT BILL 1997 (Serial 30); and JUVENILE JUSTICE AMENDMENT BILL (No. 2) 1997 (Serial 29):
    Suspension of Standing Orders - Take two Bills together: The Attorney-General (Mr Stone) moved - That so much of Standing Orders be suspended as would prevent two Bills, namely the Sentencing Amendment Bill 1997 (Serial 30) and the Juvenile Justice Amendment Bill (No. 2) 1997 (Serial 29) -
      (a) being presented and read a first time together and one motion being put in regard to, respectively, the second readings, the Committee's report stage, and the third readings of the Bills together; and

      (b) the consideration of the Bills separately in the Committee of the Whole.

    Question - put and passed - there being an absolute majority of the whole number of Members present and no dissentient voice.
    Mr Stone, pursuant to notice, presented a Bill for an Act to amend the Sentencing Act; and a Bill for an Act to amend the Juvenile Justice Act.
    Bills read a first time.
    Mr Stone moved - That the Bills be now read a second time.
    On the motion of the Member for Nhulunbuy (Mr Stirling) debate was adjourned.


9. BAIL AMENDMENT BILL 1997 (Serial 15); and JUSTICES AMENDMENT BILL 1997 (Serial 16):
    Suspension of Standing Orders - Take two Bills together: The Attorney-General (Mr Stone) moved - That so much of Standing Orders be suspended as would prevent two Bills, namely the Bail Amendment Bill 1997 (Serial 15) and the Justices Amendment Bill 1997 (Serial 16) -
      (a) being presented and read a first time together and one motion being put in regard to, respectively, the second readings, the Committee's report stage, and the third readings of the Bills together; and

      (b) the consideration of the Bills separately in the Committee of the Whole.

    Question - put and passed - there being an absolute majority of the whole number of Members present and no dissentient voice.

10. SEA-CARRIAGE DOCUMENTS BILL 1997 (Serial 9):
    The Attorney-General (Mr Stone), pursuant to notice, presented a Bill for an Act to reform the law relating to bills of lading, sea waybills and ship's delivery orders.

    Mr Stone moved - That the Bill be now read a second time.
    On the motion of the Member for Nhulunbuy (Mr Stirling) debate was adjourned.

11. MOTOR VEHICLES AMENDMENT BILL 1997 (Serial 22); and TRAFFIC AMENDMENT BILL 1997 (Serial 23):
    Suspension of Standing Orders - Take two Bills together: The Minister for Transport and Infrastructure Development (Mr Coulter) moved - That so much of Standing Orders be suspended as would prevent two Bills, namely the Motor Vehicles Amendment Bill 1997 (Serial 22) and the Traffic Amendment Bill 1997 (Serial 23) -
      (a) being presented and read a first time together and one motion being put in regard to, respectively, the second readings, the Committee's report stage, and the third readings of the Bills together; and

      (b) the consideration of the Bills separately in the Committee of the Whole.

    Question - put and passed - there being an absolute majority of the whole number of Members present and no dissentient voice.
    Mr Coulter, pursuant to notice, presented a Bill for an Act to amend the Motor Vehicles Act; and a Bill for an Act to amend the Traffic Act.

    Mr Poole, pursuant to notice, presented a Bill for an Act to amend the Mining Act.
