1. MEETING:
The Assembly met at 10:00 h, pursuant to resolution of the Assembly, dated Thursday 26 February 1998. The Speaker, the Honourable L M Braham, took the Chair.

I, NEIL RAYMOND CONN, the Administrator of the Northern Territory of Australia, advise that I have been notified by Senator the Honourable Margaret Reid, President of the Senate, pursuant to section 19 of the Commonwealth of Australia Constitution and section 44 of the Commonwealth Electoral Act 1918, of a vacancy in the representation of the Northern Territory in the Senate because of the resignation of Senator the Honourable Robert Lindsay Collins on 30 March 1998.

4. VISITORS:
The Speaker (Mrs Braham) drew attention to the presence in the gallery of students from Gunbalunya Community Education Centre and their teachers, Mr Alan Perrin, Mr Josiah Namundja and Mr Graham Mathews.
On behalf of Honourable Members, the Speaker extended a warm welcome to the visitors.

5. PETITION:
The Member for Greatorex (Dr Lim) presented a petition from 401 petitioners requesting the Assembly support their plea that 24 hour security provisions be provided for the safety of the patients, public and staff at the Alice Springs Hospital (Paper 310).

Mrs Hickey: To move – That the Assembly refer the following matter to the Public Accounts Committee for inquiry and report to Parliament within three months:

The pricing of petrol in the Northern Territory with particular reference to:

(1) why retail outlets in Darwin are charging around 6 cents per litre above the indicative pump price set by the Australian Institute of Petroleum;

(2) why some remote Territory communities are being charged as high as $1.30 per litre for unleaded petrol;

(3) why the recent reduction of the wholesale price of petrol has not been passed on to consumers as it has in other parts of Australia;

(4) whether any measures can be taken to reduce the prices being paid for fuel by Territorians; and

(5) the impact such measures will have on the availability of fuel and quality of services to Territorians.

8. THE RAILWAY AND OTHER MAJOR INFRASTRUCTURE PROJECTS – MINISTERIAL STATEMENT –STATEMENT NOTED:
The Minister for Transport and Infrastructure Development (Mr Coulter) made a Statement relating to the progress of the Adelaide to Darwin Railway Project and ways and means of advancing other important infrastructure projects being developed, planned or proposed in the Northern Territory (Paper 314).

The Minister for Lands, Planning and the Environment (Mr Palmer) made a Statement on the work of the government in identifying, researching and quantifying water supplies in the Northern Territory (Paper 322).
