1. MEETING:
    The Assembly met at 10.00 h. The Speaker, the Honourable T R McCarthy, took the Chair.

2. PRAYERS.

3. VISITORS:
    The Speaker (Mr McCarthy) drew attention to the presence in the gallery of Darwin High School students from Year 11 and their teachers, Ms Sara Waylen and Mr Patrick Clarke.
    On behalf of Honourable Members, the Speaker extended a warm welcome to the visitors.

4. PETITION:
    The Member for Fannie Bay (Ms Martin), by leave, presented a petition from 192 petitioners requesting the Assembly to fund an on-site caretaker for the Wirrina Flats complex (Paper 1801).
    Petition read.

    The Leader of Government Business (Mr Palmer) moved – That the Member for Nightcliff (Mr Hatton) be granted leave of absence for Wednesday 10 May and Thursday 11 May 2000 due to his absence interstate on government business.

7. APEC MEETING, DARWIN – MINISTERIAL STATEMENT – STATEMENT NOTED:
    The Minister for Asian Relations and Trade (Mr Manzie) made a statement relating to preparations for holding the Asia Pacific Economic Co-operation Trade Ministers meeting in Darwin (Paper 1805).
    Mr Manzie moved – That the Assembly take note of the Statement.
    Debate ensued.

8. VISITORS:
    The Speaker advised honourable members of the presence in the public galleries of Centralian College Students accompanied by their teacher Sister Josephine.
    On behalf of Members the Speaker extended a warm welcome to the visitors.

9. CORRECTIONAL SERVICES INITIATIVES – MINISTERIAL STATEMENT – STATEMENT NOTED:
    The Minister for Correctional Services (Mr Manzie) made a statement relating to the new initiatives currently being implemented within the Northern Territory Correctional Services (Paper 1806).
    Mr Manzie moved – That the Assembly take note of the Statement.

10. INTERNATIONAL TRANSFER OF PRISONERS (NORTHERN TERRITORY) BILL 2000 (Serial 232):
    The Chief Minister (Mr Burke), pursuant to notice, presented a Bill for an Act to enable the transfer of prisoners to and from Australia in accordance with the International Transfer of Prisoners Act 1977 of the Commonwealth and for related purposes.
    Bill read a first time.
    Mr Burke moved – That the Bill be now read a second time.
    On the motion of the Member for Nhulunbuy (Mr Stirling) debate was adjourned.

11.MOTOR ACCIDENTS (COMPENSATION) AMENDMENT BILL 2000 (Serial 221):
    The Minister for Territory Insurance (Mr Manzie), pursuant to notice, presented a Bill for an Act to amend the Motor Accidents (Compensation ) Act.
    Bill read a first time.
    Mr Manzie moved – That the Bill be now read a second time.
    Debate ensued.
    On the motion of the Member for Wanguri (Mr Henderson) debate was adjourned.

12. FISHERIES AMENDMENT BILL 2000 (Serial 226):
    The Order of the Day having been read for the resumption of the debate on the question – That the Bill be now read a second time –

    Question – put and passed.
    Bill read a second time.
    Leave granted for a motion for the third reading of the Bill to be moved forthwith.
    On the motion of the Minister for Primary Industry and Fisheries (Mr Palmer) the Bill was read a third time and passed to be a proposed law.
