1. MEETING:
The Assembly met at 10.00 a.m., pursuant to adjournment. The Speaker,
the Honourable N.M. Dondas, took the Chair. 2. PRAYERS. 3. PERSONAL EXPLANATION:
The Minister for Tourism (Mr Vale), by leave, made a personal
explanation relating to an answer given to a question asked by the
Member for Victoria River (Mr Cartwright) during Question Time earlier
this period of sittings. 4. PETITIONS:
Mr Stirling, by leave, presented a petition, not conforming with
Standing Orders, from 512 citizens of the Northern Territory requesting
the Government to reconsider the enforcement of the 1.6 kilometre bus
limit for school children in Nhulunbuy.

Mrs Padgham-Purich presented a petition from 493 citizens of and
visitors to the Northern Territory requesting the Assembly to prohibit
large-scale foreshore developments proposed for Cullen Bay.

Supplementary answers were given by Ministers. 6. ESTIMATES REVIEW COMMITTEE - MOTION NEGATIVED:
The Leader of the Opposition (Mr Ede), pursuant to notice, moved -
That this Assembly -
(1) notes the Government's decision to establish an Estimates
Review Committee to examine means of reducing its borrowing
requirement for the 1991/92 and 1992/93 financial years;
(2) notes that the last time the Government instituted a similar
programme in 1987, it resulted in a sustained period of low or
negative growth for the Territory;
(3) notes with concern the fears of Territorians for their future
prospects should the Territory Government again follow the
same path; and
(4) calls on the Government to -
(a) provide a full and detailed statement of variations
implemented or proposed for implementation during the
current financial year; and

(b) institute management systems to ensure that future
budgets do not result in cuts in jobs and services
which will reduce the standard of living of
Territorians.

The Member for Macdonnell (Mr Bell), pursuant to notice, moved - That -
(1) in accordance with Standing Order 251, the Attorney-General
table forthwith the written Constitution and past Reports of
the Law Reform Committee;
(2) that all future Reports of the Law Reform Committee be tabled
within six sitting days of receipt thereof by the
Attorney-General; and
(3) this Assembly is of the opinion that the Law Reform Committee
should be placed on a statutory basis, in line with the
Committee's own recommendation.

Question - put and negatived. 8. DEVELOPMENT OF A RURAL LAND POLICY - MOTION NEGATIVED:
The Member for Victoria River (Mr Cartwright), pursuant to notice, moved
- That this Assembly requests the Northern Territory Government to -
(1) be straight forward and open with the people of the Northern
Territory in its development of a rural land policy;

(2) advise and consult with all Territorians in the process of
developing that policy;
(3) ensure that all information is publicly available and that
draft policies are widely circulated;
(4) ensure that a process is put in place which allows
Territorians to comment on that draft policy; and
(5) ensure that wishes of Territorians be taken into account
before the policy is finalised and announced.
